Eligibility criteria for quota: The Karnataka cabinet has approved a bill mandating 100 per cent reservation for Kannadigas in private firms for Group C and Group D posts, Chief Minister Siddaramaiah announced on Tuesday. The bill aims at prioritising Kannadigas for employment opportunities within the state.

According to the legislation, a local candidate is defined as someone born in Karnataka who has been domiciled in the state for a continuous period of 15 years.

Additionally, to get the benefits of this quota, the applicant’s proficiency in Kannada is mandatory, requiring candidates to demonstrate the ability to speak, read, and write Kannada with ease unless exempted with a secondary school certificate in the language.

Furthermore, candidates failing to meet the Kannada language criteria must pass a proficiency test administered by a designated agency. The bill also allows businesses and organisations operating in Karnataka to collaborate with government agencies in training and engaging local candidates if adequately qualified individuals are unavailable within three years.

Relaxation allowed on govt conditions

The legislation mandates that in instances where a sufficient number of local candidates cannot be identified, establishments may seek relaxation, with a stipulation that managerial positions maintain a minimum local candidate presence of 25 per cent, and non-managerial roles a minimum of 50 per cent.

For private firms operating in Karnataka, the bill specifies that job reservations are capped at 70 per cent for non-management positions and 50 per cent for management-level roles. Notably, the proposed legislation aims to enforce a higher mandate, requiring 50 per cent of managerial roles and 70 per cent of non-managerial positions across all industries, factories, and establishments in the state to be allocated to local candidates.
