Focus on Wealth Creation
That Survey is geared towards dressing a number of issues being faced by ecomy currently is ascertained from first two chapters, which are all about wealth creation. Interestingly, re is also a quasi-political aspect to document, with third chapter attempting to draw a distinction between wealth creation and crony capitalism. It also hints at messaging of a 'hands-off' approach towards spurring ecomic growth, referring to government as an invisible hand.

release of survey comes before presentation of union budget by Finance Minister Nirmala Sitharaman on February 1. budget, which is third within span of just one year, is billed as a critical one given that India's current GDP growth rate has slowed to an 11-year low. expectation is for budget to spur industry investment, and also catalyse a growth in consumer demand.

Budget politics
As with all budgets re is also a political component to it, with Opposition mounting pressure on government, still citing Demonetisation and GST, and most relevantly, in terms of numbers, contrasting decrease in GDP growth rate with increase in inflation.
Ahe of Budget, Prime Minister and Finance Minister have held numerous meetings with think tanks like Niti Aayog, Ecomic visory Council, as well as with some of top leers of Indian industry, apart from industry specific meetings. Budget speech will begin at 11 am on Saturday.
