UPSC Exam Process To Be Revamped With High -Tech Solutions Amid Puja Khedkar Controversy

New Delhi: The Union Public Service Commission (UPSC) is set to overhaul its examination process using advanced technological solutions, with an aim to enhance the integrity and security of the civil services examinations. The decision comes in response to recent examination-related irregularities and the controversy surrounding trainee IAS officer Puja Khedkar, who forged documents to appear for the UPSC exam 12 times. In light of the recent issues, the Commission plans to incorporate technologies such as Aadhaar-based fingerprint authentication, facial recognition systems, and AI-driven CCTV surveillance.
Aadhaar-Based Fingerprint Authentication, AI Surveillance
The new system will require candidates’ data and images to be provided to the service provider for Aadhaar-based fingerprint authentication and facial recognition. This step aims to verify candidates' identities and prevent impersonation. A real-time attendance monitoring system, equipped with GPS coordinates, will ensure that enrolment is conducted within the designated shift.

To facilitate the process, the QR code on the Admit Card will be scanned to auto-fetch candidate details from the Application Database. In cases where the QR code is not scannable, manual entry of the candidate’s roll number from the Admit Card will be required.
On June 20, the UPSC issued a tender inviting bids from Public Sector Undertakings (PSUs) to implement these technological solutions. The objective is to prevent cheating, fraud, and impersonation by closely monitoring candidates during exams through biometric verification and real-time tracking.

The UPSC conducts 14 examinations annually, including the prestigious Civil Services Examination (CSE), which selects candidates for elite services such as the Indian Administrative Service (IAS) and Indian Police Service (IPS).
Furthermore, the UPSC plans to implement comprehensive CCTV and video surveillance at examination centers. For every 24 candidates, a CCTV color camera will be installed in each classroom, at entry and exit gates, and in the control room where sensitive examination materials are kept. The Commission will also have the capability to view live streaming through its control room, ensuring continuous monitoring.

What is Puja Khedkar Controversy?
Puja Khedkar, a trainee IAS officer from the 2023 batch, is facing accusations of misusing her position and privileges during her recent training at the Pune District Collectorate in Maharashtra. She allegedly demanded perks and facilities beyond her entitlement. Moreover, Khedkar is accused of bullying those around her and improperly using a red-blue beacon—typically reserved for high-ranking officials—on a private Audi luxury sedan. The car also displayed 'Maharashtra Government' markings during her tenure. UPSC has filed an FIR against her after concluding a thorough investigation that found her guilty.
