reform bill was mentioned several times throughout film. Although it plays a huge part in shaping film’s story, it was never clearly mentioned in film, what was it all about. But, re have been several clues indicating what this reform bill could be throughout story. This handful of clues in story indicate that reform bill was actually a proposal to give women right to vote.

During his first encounter with Ela, Tewksbury reveals that he ran away from his family because y wished for him to serve in army and wanted to ship him off to some distant location. But his wish was to stay in London and take over his far's seat in House of Lords. He also wished to vote in favour of passing bill.
Young Lord says to Ela, “I had se ideas about how we might progress estate." But his modern stance is t only frowned upon but entirely unacceptable to some members favouring old order. One of m is his own grandmor, Dowr (Frances de la Tour). Her disagreements with his grandson prompt her to hire Linthorn, evil assassin who just doesn’t get off Ela and Tewksbury’s hair until very end of film. In fact, Dowr had also gotten her son and Tewksbury’s far killed because of his progressive views.

viewers of film will clearly remember that Eudoria is linked to suffr movement as a fervent activist. sharp-witted Eudoria keeps using Mycroft’s money to fund activities of her group for years. Ela even recalls witnessing Eudoria host a secret meeting with or women activists where she mutters something about having to choose from three options: embankment, entangle herb, and Ellie Houseman. Later in film Ela realises that choices are actually carefully constructed anagrams for different locations throughout London, locations being, Embankment, Bethnal Green, and Limehouse Lane.

When Ela arrives at Limehouse Lane in London she finds a booklet titled Protest, Unrest, and Civil Disobedience which also lists powerful explosives, including Orsini bomb. Moreover, she finds a stack of flyers that read, Manchester National Society For Woman's Suffr Public Meeting. Hence, identity of reform bill has t blatantly been revealed in Ela Holmes.

But considering that movie is set in 1884 when women weren't able to vote in UK, bill might be about equal franchise rights for women. In reality, Representation of People Act in 1918 had allowed women over of 30 who met a property qualification to vote in UK. It was Equal Franchise Act 1928, that allowed women over of 21 to participate in political act.
