Amaravati yet to be notified; Minister pins blame on Chandrababu Naidu

Strange as it may sound, five years after it was declared as the capital of Andhra Pradesh, Amaravati city is yet to be formally notified.

Strange as it may sound, five years after it was declared as capital of Andhra Presh, Amaravati city is yet to be formally tified.

As such, Amaravati still remains a cluster of 25 revenue vills even as dark clouds loom over capital city's development.

Amaravati is just a place without any dress, state Municipal ministration Minister Botcha Satyanarayana said.

For five years, (previous) Chandrababu Naidu government did t even issue a gazette tification on Amaravati city, which only exposes its temporary nature, Minister said.

On December 30, 2014, n government tified an area of 7,068 sq km as Andhra Presh Capital Region, including several existing towns and cities.

capital city within capital region was supposed to be spre over 122 sq km, covering 25 revenue vills.

On January 7, 2015, it h issued ar tification ding some or civic bodies into capital region and on September 22, 2015 furr expanded capital region to an area of 8,352.69 sq km, ding more vills and towns.

But mandatory tification of Amaravati city has t be done yet.

Asked why it did t happen, Minister shot back saying, "It is for Chandrababu Naidu to give an explanation why he failed to tify capital city in five years. Naidu was never genuine about building capital."

Officials in AP Capital Region Development Authority here told PTI on Saturday that main hitch was n-registration of returnable plots under Land Pooling Scheme (LPS), as capital city tification is linked to this registration.

As many as 28,463 farmers parted with ir land to an extent of 33,537 acres (in 25 vills) for building Amaravati.

Under LPS, farmers were to be given developed plots (in proportion to land y h given) after creating necessary infrastructure like ros, drains, drinking water and electricity supply.

As per agreement with farmers, this was supposed to be completed within three years (by mid-2018) but Chandrababu Naidu government allegedly failed to do it.

We have created and allotted 64,709 plots for farmers who gave away ir land for capital.

So far, only 39,221 plots have been registered by farmers while ar 297 are in process, a top CRDA official said.

More than 40 per cent of plots (25,488) are still pending registration. Unless se plots are registered in farmers name, LPS process would t be completed. Thus, capital city tification is also stuck, official ded.

Several farmers, according to sources, were reluctant to register returnable plots in ir name due to n-development of basic infrastructure as promised.

Even when Chandrababu Naidu was running government early this year, capital development works h come to a halt, primarily due to lack of funds.

After Y S Jagan Mohan Reddy government took over on May 30, it brought all works to a complete stop to probe alleged irregularities (by previous regime) in name of capital development.
