Parliament's standing committees constituted
Parliament's standing committees were constituted on Thursday with BJP's Bhartruhari Mahtab as chair of the key panel on Finance and Congress' Shashi Tharoor at the helm of the panel on External Affairs. The department-related standing committees, which have representation from across party lines, act as mini parliaments and keep a tab on the functioning of various ministries. The notification of the committees was announced by a communique issued by the Rajya Sabha Secretariat.
The committees on Defence will be chaired by former Union minister Radha Mohan Singh, while the panel on Home Affairs will be headed by BJP member Radha Mohan Das Agrawal. The leader of the Opposition in the Lok Sabha Rahul Gandhi is a member of the Committee on Defence. United Progressive Alliance (UPA) chairperson Sonia Gandhi's name does not figure in any of the committees.

The NIA on Thursday said that it has arrested a key accused in connection with the planting of explosive devices across Assam by the terrorist outfit ULFA(I) as part of an armed protest against Independence Day celebrations in the country. Girish Baruah alias Gautam Baruah was nabbed from the outskirts of Bengaluru where he was hiding out, the National Investigation Agency said in a statement.

India evacuates soldier injured in Tel Aviv
India on Thursday evacuated an Indian soldier from Tel Aviv after he suffered a head injury in an accident while serving the UN Disengagement Observer Force (UNDOF) in Golan Heights. Havildar Suresh R, 33, was brought to the Army's Research and Referral Hospital in Delhi for further treatment from the Israeli city in a military aircraft amid escalating tension between Israel and Lebanon. The UNDOF is a peacekeeping force that is mandated to maintain a ceasefire between Israel and Syria and supervise the disengagement between the militaries of the two countries.

'Won't quit...': Karnataka CM Siddaramaiah on facing probe in MUDA case
Karnataka Chief Minister Siddaramaiah on Thursday asserted that he will not resign, following a Special Court here ordering a Lokayukta police probe against him in a site allotment case, as he held consultations with experts to fine-tune strategy to wage a legal battle.
The Lokayukta police, meanwhile, are yet to register an FIR against the CM following the court order in connection with the allotment of 14 sites to his wife B M Parvathi by the Mysuru Urban Development Authority (MUDA).

India, Mauritius discuss collaboration in capacity building programme
A high-level official visit of the Mauritius delegation concluded successfully with meetings and deliberations on capacity building programmes along with other governance matters, according to an official statement issued on Thursday.
Talks were led by V Srinivas, Secretary, Department of Administrative Reforms and Public Grievances (DARPG) with the Mauritius delegation led by K Conhye, Secretary for Public Service, Mauritius & comprising of S Ramgolam, Director, Public Sector Business Transformation Bureau and S D Jannoo, Director, Human Resource Management, Mauritius.
There was a discussion on avenues for collaboration between the National Centre for Good Governance and Ministry of Public Services, Administrative and Institutional Reforms, Mauritius, on capacity building programmes for Mauritius Public Officers, including faculty development programmes, it said.

Karnataka govt decides to withdraw general consent to CBI to probe cases in State
The Karnataka government on Thursday decided to withdraw general consent given to CBI to investigate cases in the State.
"The notification granting general consent for CBI to probe criminal cases in Karnataka state, under the Delhi Special Police Establishment Act, 1946, has been withdrawn," Law and Parliamentary Affairs Minister H K Patil said after a meeting of the Cabinet, chaired by Chief Minister Siddaramaiah.
According to section 6 of the Delhi Special Police Establishment (DSPE) Act, 1946, the Central Bureau of Investigation (CBI) needs consent from the respective state governments to conduct investigations in their jurisdiction.
Speaking to reporters here, he said: "It has been done because it is clear that the CBI or the central government while using their instrumentalities are not using them judiciously. So, case-by-case we will verify and give (consent for CBI probe), general consent has been withdrawn." Asked whether this was being done to "shield" the Chief Minister who is facing a probe in the Mysuru Urban Development Authority (MUDA) site allotment case, Patil said: "on CM there is a court order for Lakayukta probe, so there is no such question." He said there is concern being expressed "day-in-and-day-out" that CBI is misused in several cases.

'Corrupt' Hemant Soren pretending to be martyr after jail term: Rajnath Singh
Defence Minister Rajnath Singh on Thursday criticised Jharkhand Chief Minister Hemant Soren for "pretending to be a martyr" following his imprisonment on corruption charges, urging the public to remove the JMM-led government from power.
"Jharkhand CM Hemant Soren is pretending to be a 'martyr' after going to jail on corruption charges. Such corrupt CM cannot lead Jharkhand towards development. Show the exit door to such forces and give two consecutive terms to BJP for unparalleled development of the state," Singh said addressing a Parivartan rally here.
Singh accused the current administration of fostering "infiltration and conversion" for political gains, contrasting this with the BJP’s promise to build homes for all within three years of assuming power.

Congress has become spokesperson of urban naxals: BJP chief Nadda
BJP president and Union Minister JP Nadda on Thursday came down heavily on the opposition Congress, labeling it as the "spokesperson of urban naxals" and accusing it of promoting disintegrative forces within the country.
Speaking at a gathering of intellectuals who joined the saffron party in Odisha, Nadda criticised the Congress for aligning with those advocating for the revival of Article 370 in Jammu and Kashmir, stating, "The Congress has forgotten about nationalism." He asserted that the abrogation of Article 370 in 2019 was achieved under Prime Minister Narendra Modi and Home Minister Amit Shah.
Nadda paid tribute to Jan Sangh founder Syama Prasad Mookerjee, who opposed the notion of "Ek Desh, Do Nishan, Do Vidhan, Do Pradhan," and highlighted the BJP’s commitment to its ideology.
Reflecting on the history of the Congress, Nadda remarked that Mahatma Gandhi had once suggested disbanding the party after independence, a recommendation that Jawaharlal Nehru ignored.

Junior doctors write to Bengal chief secretary, remind him of unfulfilled promises
) Five days after partially resuming duties at government-run hospitals in West Bengal following a 42-day ‘cease work,’ junior doctors on Thursday sent an email to Chief Secretary Manoj Pant reminding him of their unmet demands discussed during their September 18 meeting.
In the two-page letter, representatives of the West Bengal Junior Doctors' Forum (WBJDF) stated, "We would like to mention that no action has been taken/no order has been passed in regard to some of the important demands placed and agreed upon by both the parties." The junior doctors emphasised that during the September 18 meeting, which involved a special task force presided over by Pant, their key demands were verbally agreed upon.
They reiterated demands for the formation of a central inquiry committee to address the alleged "threat culture" in all medical colleges across the state.
The letter also highlighted the need for individual colleges to establish 'college-level enquiry committees,' which should include undergraduate students and resident doctors to investigate those involved in fostering this environment.

Jitan Ram Manjhi, Lalu Prasad spat over caste identity
RJD president Lalu Prasad and Union Minister Jitan Ram Manjhi on Thursday engaged in a spat questioning each-others caste identity.
The exchange began when Manjhi responded to accusations from the RJD chief about his political alignment with the RSS, asserting he had abandoned his Dalit identity as a Mushar and adopted an upper-caste surname, Sharma.
In retaliation, Manjhi questioned Lalu’s true caste, suggesting he should clarify whether he is a Yadav or a Gaderia (shepherd).
Lalu, in his characteristic style, seemed to dismiss the enquiry, questioning Manjhi's identification as a Mushar.
Manjhi then took to social media to assert his identity, declaring, "I am a Mushar—Bhuiyan," emphasising pride in his ancestry.

The incident occurred at around 9.20 pm near gate no. 8 of MIDC, Andheri East, they said. The victim was identified as Vimal Anil Gaikwad. Local police and the fire brigade were alerted and they took the woman to the Cooper Hospital where she was declared brought dead, they said.

Mumbai Rains: Several Flights Diverted due to Rain
Due to heavy rains, 14 flights arriving at the Mumbai Airport on Wednesday had to be diverted and landed at other airports. An airport official gave this information. The official said that nine of these flights were of Indigo, which were not allowed to land in the city due to bad weather.
Other flights which were directed by Aviation Traffic Control (ATC) to land at other airports included two Vistara flights and one each of Air india, Akasa and Gulf Air.
