Opposition thwarts three capital plan for Andhra Presh

state government needs to enact a fresh law or amend AP Capital Region Development Authority Act, 2014, to tify a new capital. YSRC has a brute majority of 151 members in 175- member Legislative Assembly but is woefully short of numbers, with just nine, in 58-member Legislative Council. principal opposition Telugu Desam Party, which is in a majority in Council with 26 members, could play spoilsport and thwart governments plans to have "capitals" in three different locations, sources pointed out. On December 17, Chief Minister hinted in Assembly that state could have three capitals Executive Capital in Visakhapatnam, Legislative Capital in Amaravati and Judiciary Capital in Kurol.

Chief Ministers statement triggered widespre protests, particularly in central coastal region of state. Farmers who gave up ir lands (over 33,000 acres) in Amaravati region for capital development are on an agitation path, demanding that proposed move be dropped. TDP, which drew plans for Amaravati, has vehemently opposed thought to have three capitals at different locations. Or parties too called Chief Ministers idea imprudent, saying decentralization should be in terms of development (of all three regions of state) and t in terms of ministration.

Interestingly, some MLAs of YSRC too started speaking against Chief Ministers idea, saying Legislature and Secretariat should be in only one place.
