SC refuses to entertain plea seeking directions to states over implementation of Farm Laws

The Supreme Court on Tuesday refused to entertain a PIL asking the apex court to issue directions on the nation-wide implementation of the Farm Laws.

Amid row over Farm Laws, Supreme Court on Tuesday refused to entertain a Public Interest Litigation (PIL) asking apex court to issue directions on nation-wide implementation of laws, categorically stating that court 'refused to interfere' with matter. "We refuse to interfere with petition. Sorry," said  bench heed by Chief Justice of India (CJI) Shar Arvind Bobde. 

plea, filed by  Hindu Dharma Parish sought directions to all states to implement  Farmers' Produce Tre and Commerce (Promotion and Facilitation) Act, 2020, Farmers (Empowerment and Protection) Agreement on Price Assurance and Farm Services Act, 2020, and Essential Commodities (Amendment) Act, 2020 which have been a cause of contention between Centre and Opposition parties.

opposition has raised concerns over exploitation of farmers by big corporates and applicability of MSP, organising country-wide protests against Farm Laws since y were passed by Parliament. Several states are even planning on passing bills against implementation of three Farm Laws, with Punjab being first state to have unanimously cleared three bills to negate impact of agrarian laws. 

In midst of this, petition h demanded that directions be imposed by top court to order all states to implement central government's Farm Laws. court, however, has refused to entertain plea.

What are Farm Laws?

Farm bills, which were passed by Parliament, came into effect from September 27 after receiving President Ram Nath Kovind's assent. three laws are -  Farmers Produce Tre and Commerce (Promotion and Facilitation) Act, 2020, Farmers (Empowerment and Protection) Agreement on Price Assurance and Farm Service Act, 2020 and Essential Commodities (Amendment) Act, 2020.

Farmers' Produce Tre and Commerce (Promotion and Facilitation) Act, 2020 aims at freeing  farmers from constraints of state Agriculture Produce Market Committees whereby y would be able to sell ir produce anywhere. On or hand,  Farmers (Empowerment and Protection) Agreement of Price Assurance and Farm Services Act, 2020 protects and empowers farmers to eng with processors, wholesalers, large retailers, exporters for farm services. This entails provision of contract farming.

On or hand,  Essential Commodities (Amendment) Act, 2020 specifies that supply of foodstuffs including cereals, pulses, potato, edible oilseeds, and oils shall be regulated only under exceptional circumstances.
