Delhi HC directs state govt to renew registrations of labourers to provide COVID relief
Petitioner highlighted the lack of responsibility taken by employers due to which the workers were left to fend for themselves, deprived of mandated benefits

Delhi High Court on Wednesday directed AAP-led state government to renew registrations of over five lakh construction workers who fulfil eligibility criteria so that y can be provided relief under its scheme for labourers during COVID-19 lockdown.
A bench of Justices Vipin Sanghi and Rajnish Bhatnagar asked Delhi government to revive registrations of workers who fulfil eligibility criteria of having worked in national capital for 90 days in past one year as required under Building and Or Construction Workers Welfare (BOCCW) Act.

direction came on public interest litigation (PIL) by social activist Sunil Kumar Aledia seeking registration of all construction workers in Delhi under BOCWW Act so that y can get benefit of relief pack of Rs 5,000 per month being provided to each labourer during lockdown.
petitioner highlighted lack of responsibility taken by employers, governments and concerned departments alike, due to which workers were t just left to fend for mselves but are also deprived of mandated benefits of crores of funds collected in ir name. petitioner said that " fate of n-registration for welfare schemes has been faced by labourers and workers for far too long, and is particularly inflated by Covid-19 lockdown."

"It is a stark reality of Delhi that despite infrastructure projects being taken up by huge companies (including those arising out of lucrative government contracts for government buildings), se poor, uneducated and unaware workers have been left to fend for mselves. Neir Delhi Government r companies/contractors have come forward to facilitate and/or ensure ir registration as beneficiaries under said welfare and beneficial Act," petition stated.
"Most construction workers of Delhi are t registered as construction workers, thus depriving m t only of monitoring on wher ws are being paid to m as per guidelines under Disaster Manment Act, 2005, by ir principal employers but also all benefits of welfare schemes under BOCW Act including direct bank transfer relief provided by government for construction workers," petition said.

Petition contended that only a small section out of over 10 lakh workers in city are registered under laws regulating ir welfare and service conditions and thus, a huge chunk of labourers are t getting benefits actually meant for m.
