Delhi: Rs 5,000 fine on unregistered vehicles plying on city roads

Delhi government has formulated SOPs for taking action against unregistered vehicles found plying on city ros, in view of rising instances of automobiles being driven without a valid registration plate, said officials.

According to SOPs, first offence of an unregistered vehicle being found on Delhi’s ros will attract a penalty of Rs 5,000 under Motor Vehicles Act while second offence will elicit a fine of Rs 10,000, along with imprisonment of a term which may extend to one year.

Similarly, n-display of registration mark will also attract same fines as above, officials said.

According to an official, re were rising instances of vehicles being found plying on ros without a registration plate.

"In some cases, it was found that vehicle owners were sticking sheets of paper with a registration number. showrooms are supposed to release vehicles only with registration numbers. In cases where vehicles are being driven without a valid registration plate, even if y cause an accident, it would be impossible to trace m," he ded.

SOPs stated that Section 39 of MV Act, 1988 prescribed that person shall drive any motor vehicle and owner of a motor vehicle shall cause or permit vehicle to be driven in any public place or in any or place unless vehicle is registered in accordance with this Chapter and certificate of registration of vehicle has t been suspended or cancelled and vehicle carries a registration mark displayed in prescribed manner.

Rule 50 of Central Motor Vehicles Rules, 1989 prescribes form and manner of display of registration mark on motor vehicles, which inter alia by first proviso prescribes that High Security Registration Plate including third registration mark, wherever required, shall be supplied by vehicle manufacturers along with vehicles manufactured on or after first day of April, 2019 to ir dealers and dealers shall place a mark of registration on such plates and affix m on vehicle.

official said that purpose of SOPs is to sensitise enforcement officers and enforcement teams for smooth and unified implementation of action against vehicles found plying unregistered and also action against vehicle dealers and provision related to violation/fines.

SOPs mandate that each team will record by photograph/video that registration plate was t displayed to preserve as evidence of such violation.

"Each team will ascertain name and dress of vehicle dealer who supplied unregistered vehicle. A daily report of vehicle challaned/impounded shall be prepared and to be sent to control room by respective Enforcement team deployed for above action," SOPs said.

According to SOPs, a weekly report of vehicle challans/impounded shall be sent to Operation Branch of Transport Department to take action against motor vehicle dealers who supplied unregistered vehicle.
