Ravi Shankar Pras, Minister for Communications and Information Techlogy on Monday launched Central Equipment Identity Register (CEIR) system to facilitate blocking and tracing of stolen or lost mobile phones in Delhi.
pilot project for this initiative was launched in Mumbai in month of September.

CEIR website said, “With aim to curtail counterfeit mobile phone market and discour mobile phone ft, protect consumer interest and facilitate law enforcement authorities for lawful interception, DoT intends to implement Central Equipment Identity Registry (CEIR) that connects to IMEI database of all mobile Operators.”

“CEIR acts as a central system for all network operators to share blacklisted mobile devices so that devices blacklisted in one network will t work on or networks even if Subscriber Identity Module (SIM) card in device is changed,” it ded.

As per CEIR website, if a user wants to block lost device, can eir fill a form in CEIR or approach track lost or stolen phones (TSPs) specified customer outlets.

How does CEIR work?
Each phone number has a unique code kwn as International Mobile Equipment Identity (IMEI). Whenever a user makes a call, IMEI number gets attached to call records. phone can be changed but IMEI number remains intact.
Department of Telecommunications (DoT) is preserving data of all lost mobile phones. If anyone tries to use stolen device, telecom service provider will identify new user. service provider will provide full information for furr investigation of lost device.

aim of CEIR is to reduce resale of stolen/lost mobile phones.
