J&K Government's strategic move: Transforming 'Tattoo Ground' into Global Amusement Hub

Jammu & Kashmir: In a strategic move to enhance tourism in the picturesque Kashmir Valley, the Jammu & Kashmir government is embarking on a transformative journey to turn 'Tattoo Ground' into a global amusement park destination.

The pivotal step was marked by the formation of an 11-member committee, led by the Administrative Secretary of the Industries & Commerce Department. 

This committee is charged with meticulously planning and executing the ambitious project, titled ‘Development of World Class Amusement Park at 'Tattoo Ground' Srinagar.

"World-class amusement park at Tattoo Ground is poised to redefine Kashmir's tourism landscape. We expect this project to be a game-changer, attracting visitors globally and showcasing the rich cultural tapestry of the region," said Secretary Tourism and Culture,  Syed Abid Rasheed Shah.

Shah added, " Tourism department anticipates an upsurge in footfall, contributing significantly to the economic growth of the region and providing employment opportunities for locals.

"Earlier, we would spend a huge amount traveling outside the valley for those rides. But soon, right here in our own backyard, we'll have access to world-class rides. It's a game-changer. An amusement park is not just a source of entertainment. it's a boost for our economy," said Danish Khan, a local.

Pertinently, the project gained momentum  in July 2023, when a Memorandum of Understanding (MoU) was signed between the Ministry of Defense and the Ministry of Home Affairs, facilitated by the Government of the Union Territory of J&K. 

This MoU entails the transfer of 139.04 acres of Defense land at Tattoo Ground to the Ministry of Home Affairs, laying the groundwork for the envisioned amusement park.

The committee's responsibilities include proposing a comprehensive roadmap for the park establishment, shaping the nature of a Special Purpose Vehicle (SPV) based on the Request for Proposal (RFP). Ernst & Young LLP has been engaged to provide Transaction Advisory and Investment Promotion for the development of this Theme and Amusement Park in J&K.

As per the official working with the project, he said , "Committee will scrutinize crucial reports, including the Site Assessment Report (SAR), Theme Park Benchmarking Study Report, Investment Promotion Strategy, Project Structuring, Project Procurement and Project Management Structure – all prepared by Ernst & Young LLP,".

He added that the committee will recommend the draft bid document, oversee the issuance of the RFP, evaluate proposals for selecting a concessionaire, and facilitate the signing of the concession agreement.

The committee will present proposals for approval by the competent authority throughout the project's lifecycle, ensuring adherence to prescribed norms, rules, laws, guidelines, and the Master Plan.
