MHA issues SOP on transit arrangements of foreigners and release of quarantined people

On Thursday, the MHA issued the third addendum to the lockdown guidelines granting exemption to the transit arrangements of certain categories of people.

Ministry of Home Affairs on Thursday issued third addendum to lockdown guidelines granting exemption to  transit arrangements of certain categories of people. First,  MEA and Centre have agreed to examine request of foreign governments for evacuation of ir nationals from India on a case to case basis. In scenario that such a request is accepted, a Standard Operating Procedure has been laid down for movement of such foreign nationals. Besides this,  MHA has provided a detailed protocol involved for release of quarantined persons after y test negative for COVID-19. This is applicable to individuals who arrived in India after February 15, 2020.

SOP for evacuation of foreign nationals

first aspect of protocol to be followed in case of evacuating a foreign national is that chartered flight will have to be arranged by respective foreign government in consultation with Ministry of Civil Aviation. Moreover, only asymptomatic foreign nationals shall be allowed to leave country.  local transportation arrangements from place of stay to point of embarkation would be responsibility of local Embassy of respective foreign government. However,  transit pass for vehicle in which  foreigner is travelling will be issued by state government or Union Territory where he is staying.

Protocol for people leaving quarantine facility

Meanwhile, people who leave quarantine facility are expected to make ir own travel arrangements. transit pass issued for movement of such persons will specify a fixed route and validity. Furrmore, y have to home quarantine mselves for a period of 14 days even after reaching ir destination as per standard protocol. Details of persons released from quarantine will be shared with concerned state government or Union Territory for requisite follow-up.
