NGT directs Delhi govt to enforce noise pollution norms, forms committee

The National Green Tribunal Thursday directed the Delhi government to ensure that the noise pollution norms are enforced at the ground level and formed a committee to enforce compliance.

tribunal said that while some regulatory framework is said to have been me operational, re is effective centralised mechanism for monitoring.  It said that representatives of Chief Secretary (SDM) and Police Commissioner (DCP) need to jointly take stock of situation on weekly basis. 

“Suitable officers of rank of DCP in Delhi Police and SDM in Delhi Government need to be spared for undertaking assigned responsibility, as alrey directed,” bench said.

green panel said though DCP and SDM were minated for ensuring compliance, on being summoned, y were found to be n-functional.

“This state of affairs must be forthwith remedied by Police Commissioner and Chief Secretary respectively. y may ensure that ir representatives are duly and jointly functional and conduct weekly meetings and maintain minutes of meetings and website,” bench said.

It said that officials should work in tandem with all or regulatory bodies including Delhi Pollution Control Committee and municipal corporations. tribunal said that entire data collected on ise monitoring equipments may be centralised and placed on ir exclusive websites.

“y may also coordinate and follow-up corrective measures with all or ncies and may also monitor functioning of eco-clubs. DPCC/or authorities may get prepared an appropriate App(like Sameer) to facilitate receiving and dressing complaints,” bench said.

If Delhi becomes a model of compliance for enforcement of pollution rms, it may help all or States/UTs to follow same, it said. tribunal was hearing a plea filed by Hardeep Singh and ors alleging that bars and restaurants in Rajouri Garden area were using loud speakers and DJ systems during weddings, receptions, parties and or functions and causing ise pollution from 10 pm to 6 am. NGT h earlier directed CPCB to prepare a ise pollution map and remedial action plan to solve issue across country.
