Odisha: Implementation of 5T, Mo Sarkar to reflect in appraisal report

The Odisha Govt has decided to reflect the implementation of 5T charter & "Mo Sarkar" initiative in the annual PAR of different categories of govt employees

Odisha Government on Friday has decided to reflect implementation of 5T charter and "Mo Sarkar" initiative in Annual Performance Appraisal Report (PAR) of different categories of Government employees, as per official tification. This decision will apply to employees of departments which are implementing "Mo Sarkar" initiative.

Special Secretary of state, GC Patra said, "Government have already decided to accord 20 per cent weight for performance of government employees in implementation of 5T components. Out of allotted weight of 20 per cent for 5T Charter, 5 per cent will be assigned in respect of performance under Mo Sarkar initiative."

Points assessment

In case of All India Service (AIS) officers, out of an overall numerical assessment of 10, a value of two would be assigned with respect to performance of an officer on 5T and Mo Sarkar initiative. One mark has been assigned for implementation of 5T Charter of ir departments, 0.5 marks each for implementing Charter of government and Mo Sarkar. 10 per cent has been earmarked for implementation of 5T Charter of Department while 5 per cent each for implementation of 5T Charter of Government and Mo Sarkar.

About 'Mo Sarkar' initiative

'Mo Sarkar', which means 'My Government' in Odia, is a transformative initiative of 5-T programme, which was introduced by Naveen Patnaik after he returned to power as Chief Minister of state for a fifth consecutive term on October 2 in order to promote transparency in governance. According to reports, programme was launched at all police stations along with 21 district headquarters hospitals and three government-run medical college hospitals at Cuttack, Berhampur, and Sambalpur. However, it is said to be effective at all 30 district headquarters by October 30. 

Furr, 5T programme is based on philosophy that transparency, teamwork, techlogy and time leads to transformation. Reports stated that under this programme, Chief Minister and or dignitaries will seek feedback from common citizens on kind of response and service y received when y visited government facilities.
