Parliament LIVE: Manipur violence have impact on other states as well, says Manish Tewari

Both the houses of Parliament have been adjourned for the day. Proceedings will now resume on Wednesday.

"The incidents taking place in Manipur have an impact on other states as well," says Congress leader Manish Tewari in the House.

'In this Parliament, I would like to appeal to all. Let us go together on this journey of the development', says Kiren Rijiju.

While addressing at the Lok Sabha, Union Minister Kiren Rijiju said, "PM Modi has won the trust of northeast. Insurgency brought down, every region brought to mainstream."

They (Opposition alliance) work against the country and then call themselves I.N.D.I.A. Our country India won't accept this.

Today students can study Science along with Humanity. We are bringing a diverse education policy. We are thinking for the future of our youth with the National Education Policy (NEP), said BJP's Sunita Duggal in Lok Sabha.

BJP's Sunita Duggal said, "these people in opposition can form any alliance or group like I.N.D.I.A or others, but they cannot win the trust of people now."

We are very very pained with what has happened in Manipur. Churches have been burnt, said Sardar Simranjit Singh Mann of Shiromani Akali Dal.

During the No Confidence Motion debate in Lok Sabha, SP MP Dimple Yadav said, "The Manipur incident is very sensitive. The Govt has been very insensitive in this matter. This is an arrogant Govt. It was a complete violation of human rights. Using women as instruments for perpetrating violence is unacceptable in constitutional democracy...It was a state-sponsored ethnic violence..."

Defence Minister Rajnath Singh tabled the 'Inter-Services Organisations (Command, Control, and Discipline) Bill, 2023' in the Rajya Sabha.

"Government institutions are being destroyed in India. Election Commission, Enforcement Directorate, and CBI, among others, are the institutions being misused. These agencies are being used to harass the people of the country. BJP people indulge in the politics of divide and rule. They want to rule the country on any condition," said SP MP Dimple Yadav, in Lok Sabha. 

"NCRB data reveals that every three hours, a woman becomes subject to sexual harassment in Uttar Pradesh. Yet, no action by the double-engine government. What happened in Manipur was the complete exploitation of human rights. The Manipur incident, where women were stripped and paraded naked, was a subject of global discussion. Whatever went down in Manipur since May 3 was state-sponsored ethnic violence. We seek PM Modi's presence in the house," said SP MP Dimple Yadav in Lok Sabha during a debate on a no-confidence motion. 

Opposition rebranded to I.N.D.I.A, to wash away UPA sins. Every leader in I.N.D.I.A alliance is a PM aspirant. They should not worry much as PM Modi will again come for a third term, said Shiv Sena MP Shrinath Eknath Shinde in Lok Sabha, during a no-trust motion debate. He cited Rahul Gandhi's 'Nafrat ki bazaar mein Mohabbat ki dukaan khol raha hun' quote and said, "From 2004 to 2014, people elected UPA, but the country only got corruption and scams in return." 

"How are you a party with a difference? Prices of tomatoes, eatable oil, rice, onion and other groceries have skyrocketed under the BJP rule. No one is purchasing onion in Maharashtra. We have no confidence in the current government. 'Bahaut hogayi mehengai ki maar.' We have no faith in the government," said NCP MP Supriya Sule in Lok Sabha. 

"This Government is the government of the heartless. They are sending a delegation to West Bengal on any plea. But not one delegation has gone to Manipur where our brothers and sisters are dying...You (BJP) have no compassion and that is why you have not gone to Manipur like other parties," said TMC MP Saugata Roy in Lok Sabha during no-trust motion debate. 

Defence Minister Rajnath Singh tabled the 'Inter-Services Organisations (Command, Control, and Discipline) Bill, 2023' in the Rajya Sabha. This bill is a move towards the theaterisation of the Indian Defence Forces to ensure better war-waging capabilities in the changed security scenario. It was recently passed by the Lok Sabha. 

Opposition parties have moved a Privilege Motion against the Leader of the House in Rajya Sabha Piyush Goyal for using unparliamentary language against them. Congress MP Jairam Ramesh on X (formerly Twitter), said, "Today at 1300 hrs, the floor leaders of INDIA parties in the Rajya Sabha submitted a privilege motion against Leader of the House Piyush Goyal for addressing the Opposition as all of them "traitors". Nothing less than an apology from him on the floor of the House, when it is in order, will do."

"Delegation of I.N.D.I.A visited the relief camps in Manipur. The situation in the northeastern state is unimaginable. Two Kuki women were stripped, paraded naked and sexually assaulted. The internet shutdown continues. But BJP Nishikant Dubey in his statement, didn't utter a single word about the situation in Manipur," said TMC MP Sougata Ray in Lok Sabha during a no-trust motion debate.  

"PM Modi has not come to the Parliament so far. He was elected as a Member of Parliament as well as head of the nation. To bring him in the house, the opposition unitedly has brought the no-confidence motion," said DMK MP TR Baalu in Lok Sabha.

DMK MP TR Baalu, in Lok Sabha, said, "Minorities of Manipur have been killed ruthlessly. 143 people have been killed. 65,000 people have fled the state. Two women were stripped, gang-raped and paraded naked on the streets of Manipur...The CM is helpless. The PM is not coming to the Parliament and he has not gone to the state. Whereas, I.N.D.I.A. parties went there and understood what has happened."

"My PM says that this is not a no-confidence motion, this is a motion of confidence within the opposition to see who is supporting whom," said BJP MP Nishikant Dubey, adding that opposition's no-confidence motion is not just against PM Modi but against the country. "It's against the poor and backward classes who believe and trust the country's son (PM Modi)," he said. 

Rajya Sabha Chairman Jagdeep Dhankhar said, "This is too serious a matter for me to be overruled...After deep, immediate deliberation, I did not take the sense of the House earlier. If I had really fructified the process, Derek O'Brien would have been out of the House. In my wisdom, I thought I must not take it to that conclusion at that point in time." In response, Leader of the House, Piyush Goyal said, "I think the least that can be expected of Derek O'Brien is that he expresses regret to the chair."

"Sonia Gandhi's Congress has set two cultures- the first one is to promote her son (Rahul Gandhi) and the second one is to send gifts to her son-in-law (Robert Vadra)," said BJP MP Nishikant Dubey in response to Congress MP Gaurav Gogoi during no confidence motion debate. 

BJP MP Nishikant Dubey raised the issue of the Supreme Court staying Rahul Gandhi's conviction in the ‘Modi’ surname remark case following which his membership was restored. He said, "The Supreme Court has not given a judgement. It has given a stay order...He (Rahul Gandhi) is saying that he will not apologise...Secondly, he says 'I am not Savarkar' - You can never be Savakar..."

"We thought that Rahul Gandhi was not ready to speak, he would have woke up late today," said BJP MP Nishikant Dubey takes a dig at Congress after Gaurav Gogoi initiated the debate on the no-confidence motion. The opposition created a ruckus as BJP MP Nishikant Dubey started responding to the no-confidence motion debate.

After BJP MP Nishikant Dubey took BJP's charge to respond to Congress MP Gaurav Gogoi's statement during the no-confidence motion discussion in Lok Sabha, the opposition MPs disrupted the house with sloganeering and ruckus. 

"Supreme Court has formed a committee on Manipur, this shows it has not accepted work done by Centre, and state governments," says Congress MP Gaurav Gogoi in Lok Sabha. 

He added, "Our demand was clear that PM, being the head of the country, comes to the House, expresses sympathy and all parties extend their support, and that Manipur gets a message that the Parliament is with them at this time of crisis." 

"Never seen divisions between two communities as it's in Manipur, your (BJP) politics has created two states. Drug menace is on the rise in the northeastern state. So many issues are there but yet no solution. The BJP compromised on solving the Manipur issues. Opposition alliance was clear, it wanted PM Modi to make a statement on Manipur in House but he chose to be silent," said Congress MP Gaurav Gogoi during the No Confidence motion debate in Lok Sabha. 

"The CM of Manipur took some provocative steps instead of trying to maintain peace in the state," said Congress MP Gaurav Gogoi, in Lok Sabha during the no-confidence motion debate, adding that the double-engine government has failed to restore peace in the northeastern state. 

Congress MP Gaurav Gogoi initiated the discussion on the No Confidence Motion in Lok Sabha. He said, "We are compelled to bring the No Confidence Motion. This was never about numbers but about justice for Manipur. I move the Motion that this House expresses No Confidence in the Government. I.N.D.I.A. has brought this Motion for Manipur. Manipur wants justice."

Not Rahul Gandhi but Gaurav Gogoi has initiated the discussion from Congress, on the No Confidence Motion in Lok Sabha, sparking outrage in the ruling BJP which questioned 'why not Rahul Gandhi?"

"PM took a 'maun vrat' to not speak in the Parliament. So, we had to bring the No Confidence Motion to break his silence. We have three questions for him - 1) Why did he not visit Manipur to date? 2) Why did it take almost 80 days to finally speak on Manipur and when he did speak it was just for 30 seconds? 3) Why has the CM not sacked the Manipur CM so far?" said Congress MP Gaurav Gogoi in Lok Sabha as he initiates the no-confidence motion debate. 

Congress MP Rahul Gandhi reached the Parliament where he will open the debate on the no-trust motion moved against the ruling NDA government for the Congress shortly. 

The proceedings of both the houses- Rajya Sabha and Lok Sabha have begun following adjournment till 12 noon amid ruckus by the opposition MPs. 

Congress MP Adhir Ranjan Choudhary, Shashi Tharoor, and Manickam Tagore met Lok Sabha Speaker Om Birla and asked him to expunge the speech of Nishikant Dubey who raised the Chinese funding scandal in Parliament on August 7. He raised the matter in Lok Sabha demanding the central government to take action against the media portal Newsclick. Further, he sought an investigation into the Chinese funding scandal and Congress' link to the same. 

Congress MP Rahul Gandhi, whose Lok Sabha membership was reinstated yesterday after Supreme Court relief, has left his residence in the national capital to reach the Parliament. The Congress scion will open the debate on the no-trust motion moved against the ruling NDA government for the Congress in Lok Sabha shortly. 

Leader of Congress in Lok Sabha, Adhir Ranjan Chowdhury said, "Yesterday, BJP MP Nishikant Dubey made baseless statements on Congress party and Rahul Gandhi in the House and used abusive language...As per the rules, our party and like-minded Opposition parties wrote to the Speaker because no such allegations can be levelled against a Member who are not given notice earlier." 

"We also met the Speaker for the same. Our complaint was considered and such petty statements were removed from the records. We were satisfied. But surprisingly, all the issues raised by him on which we took an objection were uploaded in the record once again overnight...This has never happened in the Parliamentary history," he added.

TMC MP in Rajya Sabha Derek O'Brien was suspended for the remainder of the current Parliament session "for unruly behaviour unbecoming of a Member of Rajya Sabha." Leader of the House Piyush Goyal moved a motion for his suspension "for continuously disturbing the proceedings of the House, disobeying the Chair and continuously creating a disturbance in the House." Earlier, AAP MP in Rajya Sabha Sanjay Singh was suspended for not following the directives of the Chair. 

Amid sloganeering and ruckus by the opposition MPs, Chairman of Rajya Sabha Jagdeep Dhankhar adjourned the house till 12 noon. Meanwhile, Lok Sabha will also meet at 12 noon. 

The allocated time for the discussion on the No-Confidence Motion in the Lok Sabha has been organised into a comprehensive schedule. According to sources, a total of 12 hours have been earmarked for this discourse, spanning over two days.

The breakdown of time allotments for various parties is as follows:

• Bharatiya Janata Party (BJP): 6 hours and 41 minutes
• Indian National Congress: 1 hour and 9 minutes
• Dravida Munnetra Kazhagam (DMK): 30 minutes
• Trinamool Congress (TMC): 30 minutes
• Yuvajana Sramika Rythu Congress Party (YSRCP): 29 minutes
• Shiv Sena: 24 minutes
• Janata Dal-United (JDU): 21 minutes
• Biju Janata Dal (BJD): 16 minutes
• Bahujan Samaj Party (BSP): 12 minutes
• Bhartiya Rashtrawadi Samanata Party (BRS): 12 minutes
• Lok Janshakti Party (LJSP): 8 minutes

The remaining time has been allocated as follows:

• Pro-NDA parties and Independent MPs: 17 minutes, encompassing parties like AIADMK, AJSU, MNF, NPP, and SKM.
• Collectively, parties including Samajwadi Party (SP), Nationalist Congress Party (NCP), Communist Party of India (CPI), Telugu Desam Party (TDP), Janata Dal (Secular) (JDS), Shiromani Akali Dal, and Aam Aadmi Party (AAP) have been granted a total of 52 minutes.

During a recent gathering of the BJP Parliamentary Party, Prime Minister Narendra Modi reportedly remarked, as relayed by an insider source, that the Opposition's move to table a No Confidence Motion is emblematic of their prevailing scepticism. PM Modi was quoted as saying, "Opposition is full of distrust and to show this, they have brought No Confidence Motion... A few people had said that the voting in Rajya Sabha will be semifinal ahead of 2024." The PM thanked the MPs who congratulated him for this 'semifinal' win.

Rahul Gandhi is likely to open up Congress' debate on the No-Confidence motion against the NDA government. Speaking on this, Congress MP Gaurav Gogoi said, "We look forward to what Rahul Gandhi has to say. He has visited Manipur and in the meantime, he has met with the cross sections of Indian society. He knows the state of the economy and the ground situation in Manipur. So, he has a very valuable perspective which we all look forward to hearing."

Attacking the Opposition, Union Minister Anurag Thakur said, "A few political leaders are habitual of lying. Perhaps, they forgot that this doesn't work inside the Parliament. The House functions as per rules not with ruckus. They may attempt to mislead the country as much as they want, but they were exposed in both Lok Sabha and Rajya Sabha."

The meeting of the leaders of I.N.D.I.A. parties began at the Rajya Sabha LoP Mallikarjun Kharge office in Parliament ahead of the debate on no-confidence motion in Lok Sabha. 

Union Minister and BJP MP Anurag Thakur said, "All I would like to say Congress ka haath 'NewsClick' ke saath, 'NewsClick' ke upar China ka haath. Rahul Gandhi should apologise to the nation and say how did Rajiv Gandhi Foundation take money from China and where did it use this. He should apologise that China funds NewsClick, so why did he support it? He should tell the country who are the people who provided the funding and what was the compulsion that Congress was seen standing with 'NewsClick'..."

Parliamentary Party meeting of the BJP is underway. Prime Minister Narendra Modi, Home Minister Amit Shah and BJP chief JP Nadda, among others, are present at the meeting. It comes ahead of the discussion on the No Confidence Motion which is set to begin in Lok Sabha today.

Defence Minister Rajnath Singh will move the Inter-Services Organisations (Command, Control and Discipline) Bill, 2023 in Rajya Sabha today. The Bill was passed by the Lok Sabha on August 4.

The Bill seeks to empower the Commander-in-Chief or the Officer-in Command of Inter-services Organisations in respect of service personnel who are subject to the Air Force Act, 1950, the Army Act, 1950 and the Navy Act, 1957, who are serving under or attached to his command for the maintenance of discipline and proper discharge of their duties.

I.N.D.I.A. parties' Floor Leaders meeting will be held at 10 am today at LoP Rajya Sabha Mallikarjun Kharge's office in Parliament to chalk out the strategy for the Floor of the House. A discussion on the no-confidence motion is to be taken up in Lok Sabha today.
