Piyush Goyal, Union Railway Minister, suggested on Friday that sending security guards for training sessions in Rashtriya Swayamsevak Sangh (RSS) Shakhas (branches) will help improve their mental and physical capabilities. According to him, training is the most essential element in the work of one’s industry. He stated that the industry should only look its 20 per cent growth within the country, but also should expand internationally.
Goyal on the Importance of RSS Shakhas Training
Addressing a gathering at the Private Security Industry Conclave-2019, Goyal said, "I urge you to look at training in a big way. The training we get in RSS Shakhas is far superior to some of the training I think some of these security guards get. That is not to suggest that you should send all these people to shakhas, but it will not be bad, they will learn something. This will improve both their mental and physical capabilities.”

“During the Lok Sabha polls held in April to May, the dignity which was reserved for the armed forces and police officials was given to private security guards,” Goyal said.

Goyal urged the industry to ensure that all the security guards get their minimum wages and the promised benefits of their job. He also suggested the industries to have a focused effort on developing a certification system to provide avenues of promotion to the employees. "I urge everyone to check the credentials of the security guards under the Private Security Regulation Act in your respective societies. If they are not trained, it will harm us in the long run," he added.

Focus on public-private partnership
Goyal, while addressing the crowd said a public-private partnership is needed to ensure two aspects of private security - the personnel coming from recognized agencies and industry’s ability to provide guards. “The government is ready to play the role of facilitator to work on preparing an organised framework, in which the private security industry works, including licensing, registration and training,” he said.
