Doesn't compute: MP govt admits 'no CAA-NPR link', hence CM Kamal Nath won't implement NPR
As per a press release, Madhya Pradesh CM Kamal Nath officially declared that the National Population Register (NPR) will not be implemented in the state.

Mhya Presh Chief Minister Kamal Nath has officially declared that National Population Register will t be implemented in state. An official statement issued by Mhya Presh Congress Committee on Monday revealed this. Intriguingly, statement itself ackwledges fact that re is connection between NPR and Citizenship Amendment Act. Despite this, Congress party has provided explanation as to ir stance on NPR.

“Mhya Presh Chief Minister Kamal Nath has me it clear that he will t implement National Population Register for w. NPR tification being talked about dates back to December 9, 2019. After this tification, Central government has formally issued Citizenship Amendment Act. This implies that NPR tification has t been done via CAA. This has been done using rule 3 of 2003 Rules of Citizenship Act 1955. Despite this, CM is clear that NPR will t be implemented in MP.”

What is NPR?
First prepared in 2010 and updated in 2015, NPR is a register of usual residents of country being prepared at local (vill/sub-town), sub-district, district, state and national level under provisions of Citizenship Act 1955 and Citizenship (Registration of Citizens and Issue of National Identity Cards) Rules, 2003. It is mandatory for every usual resident of India to register in NPR. Under NPR, a usual resident is defined as a person who has resided in a local area for past six months or more or a person who intends to reside in that area for next six months or more.

Opposition to NPR
dressing a press conference in December 2019, Union Environment Minister Prakash Javekar declared that Cabinet h approved updation of NPR along with house-listing phase of Census 2021 from April to September 2020. Centre sanctioned over Rs.8,500 crore for this purpose. Stressing that NPR h thing to do with National Register of Citizens, he recalled that Congress-led UPA government too h executed NPR process in 2010.
Subsequently, state governments of Kerala and West Bengal put forth ir opposition to NPR. opposition parties alleged that new questions inserted in NPR survey hinted at a link with NRC and CAA. Meanwhile, Ministry of Home Affairs clarified that individual needed to furnish any document at time of NPR survey.
