Home Minister Amit Shah to table Jammu and Kashmir Reservation Amendment Bill in 17th Lok Sabha, his first bill in Parliament

As the Lok Sabha convenes to its work on July 24,  Home Minister Amit Shah will table his first bill in the house. The bill that he will table is the Jammu and Kashmir Reservation Amendment Bill.

The bill proposes to give reservation to educational institutions and government jobs to those living within 10 km of the International Border in Jammu, with people living along the Line of Control in Kashmir. 

Earlier, the bill had been enforced as an ordinance after the Union Cabinet had approved 'The Jammu and Kashmir Reservation (Amendment) Ordinance, 2019' on February 28, which was later cleared by President Ram Nath Kovind.

The bill allows for amendments to be made in the Jammu and Kashmir Reservation Act, 2004, in order to bring the people living in areas along the border under the ambit of reservation, equivalent to the reservation provided to the people residing in areas near the Actual Line of Control.

If the bill is passed in Parliament, the youth of Jammu and Kashmir who are from economically weaker sections of the society - irrespective of their caste or religion - would be given quota in state government jobs. In January 2019, the 10 percent reservation for members of economically weaker sections of the society was introduced in the rest of the states of the country through 103rd Constitutional Amendment.

Earlier, even as the Opposition opposed the introduction of Triple Talaq Bill that criminalises Talaq-e-Biddat or instant Triple Talaq in the Lower House of the Parliament, Law Minister Ravi Shankar Prasad gave a fierce argument in favour of the Bill. 

Elaborating on the Triple Talaq Bill proposed by the government, he had said: 

"The law is to give justice to them. After SC's verdict the data that we have received from various sources that 243 cases of Triple Talaq have been found from 2017 in which 59 is after the judgment. So what can these women do? Should they hang the judgment at their house? Deterrence is necessary. Delhi HC upheld the ordinance, and despite ordinance, there were 52 cases, so this is the case of justice, it is about justice for the women of this nation."
