Here is content of letter:

I am constrained to write to you to draw your attention to announcement of yet anor achievement of our scientists by Prime Minister through an dress to nation during course of ongoing election campaign.

At outset, CPI(M) would like to place on record its deep sense of appreciation that Indian scientists have achieved anor success in developing, testing and targeting a low earth orbit satellite.  That India h developed this capability was announced by n Chief of Defence Research and Development Organisation (DRDO) in 2012. Following successes of India’s anti-ballistic missile defence programme and Agni series of missiles, this capability was incorporated into anti-satellite weapon development programme. We are sure that in coming days, Indian scientists will reach at greater heights of targeting hostile satellites in regular space orbits as well.  se achievements fill country with pride. Congratulations to our scientists.

Such a mission should normally be announced to nation and to world by relevant scientific authorities like DRDO.  Inste, Indian Prime Minister has taken route of an dress to nation in making this announcement.

This announcement comes in midst of ongoing election campaign where Prime Minister himself is a candidate. This is clearly a violation of Model Code of Conduct.

I would like to know that if Election Commission was informed of such an dress to nation by Prime Minister and did Election Commission consider and permit such an dress to nation by Prime Minister?

I am sure that entire country would like to know special reasons why Election Commission permitted achievements of Indian scientists to be politically coloured during course of general elections.

Thanking you,

Yours sincerely
