When and if CAA is declared constitutional by SC, it will be problematic for states to oppose it: Sibal

His remarks came a day after he h said re is way a state can deny implementation of Citizenship Amendment Act (CAA) when it is alrey passed by Parliament.
"I believe CAA is unconstitutional. Every State Assembly has constitutional right to pass a resolution and seek its withdrawal. When and if law is declared to be constitutional by Supreme Court n it will be problematic to oppose it. fight must go on!" Sibal said in a tweet.

His remarks on CAA at Kerala Literature Festival (KLF) on Saturday h caused a flutter as several n-BJP governments, including Kerala, Rajasthan, Mhya Presh, West Bengal and Maharashtra, have voiced ir disagreement with CAA as well as National Register of Citizens (NRC) and National Population Register (NPR).
"If CAA is passed state can say 'I will t implement it'. It is t possible and is unconstitutional. You can oppose it, you can pass a resolution in Assembly and ask central government to withdraw it."

"But constitutionally saying that I won't implement, it is going to be problematic and going to create more difficulties," said former minister of law and justice.
