The battle for supremacy to hold the reigns in BCCI has come to its culmination point with the Committee of Administrators (CoA) issuing perhaps its final notice today -- barring the "non-compliant" members from attending the board's AGM & elections in Mumbai on October 23. The CoA in the notice, a copy of which is in possession with Republic TV, mentions that only compliant members (with the new BCCI Constitution in accordance with Lodha recommendations) can attend the AGM & exercise voting rights.
The notice clearly spells out two-point agenda:
1. Accounts:

c. To elect the two representatives of the General Body of BCCI in accordance with the provisions of Rule 28 of the Rules and Regulations of BCCI.
The bottom line, however, is what the notice says thereafter, clearly mentioning that only ‘compliant’ members will be eligible to attend the meeting.
"Please note that only compliant members of the BCCI as determined by the Committee of Administrators, in accordance with the Hon’ble Supreme Court judgment dated 9th August 2018, read with the Hon’ble Supreme Court order dated 20th September 2019, shall be permitted to participate in the General Body Meeting. Compliant members of the BCCI may attend the aforesaid General Body Meeting through their Representative who is found to be eligible by the BCCI Electoral Officer in terms of the enclosed notice and rules of procedure.
