“Skills that developers create w and are certified for publication will be available for participants in Alexa Preview program, and to all customers when Alexa launches in US with Spanish langu support later this year,” states Amazon in official Alexa blog.  

This means that if you are also a hardware manufacturer of devices with Alexa-integration, n you could ask for early access to  Alexa Voice Service developer preview program and this is exclusive for Spanish langu customers.
