If you decide Rowan is right, Eivor will claim that Holger's chopping off horse's tail reduced market value, forcing him to pay for whole horse. He doesn't get horseback, and this decision will annoy Holger, but he won't make a big deal about it, and y both leave.

If you decide that Holger is right, Eivor claims that tail hairs will regrow, indicating that damage isn't permanent and thus no money is lost. After that, Eivor will alert Holger not to take anything without asking again and as a result, Holger will apologise to Rowan, and Rowan will agree.
