CCP cadres write open letter to target Xi Jinping's personality cult; suggest reforms

Communist Party of China’s leading cadres has shot a letter asking for reforms and greater responsibility in the existing workings of the party.

Chinese Communist Party's (CCP) leing cres has shot a letter asking for reforms and greater responsibility in existing workings of party, while it also tries to challenge personality cult that China's president Xi Jinping has been trying to build around himself. Notably, three members of CPC although not holding senior party positions are old in age and are veteran party members still living in China, according to sources. letter dated August 22 first appeared on a Twitter account on August 25, and was later picked up by non-mainstream Chinese media.

letter basically makes two recommendations - first is to scrap a sentence in party constitution's General Outline section and second asks for modifications in appointment of party committees, deputies and or position holders.

Recommendations for change in CCP workings

first recommendation has its roots during rule of Mao Zedong and cultural revolution under him, which letter says is no longer relevant. Accordingly, it asks for removal of party constitution’s General Outline section: "Party, government, military and civilian affairs, in east, west, north, south, and centre, party les everything," which was introduced in constitution during Mao Zedong’s rule. 

Secondly, letter asks for changes in how party committees are managed and controlled. y are currently having sweeping powers leing to an increased level of corruption. Moreover, pointing at wrong manner of appointing deputies to people’s Congress, letter stated that election should be done by people’s Congress, however, party committee has been arranging all nominations of deputies.

‘Party les everything’ does not make sense

letter goes on to say phrase in constitution ‘Party les everything’ is not logical and does not make sense. Across various time periods, neir in China nor any or country has seen just one organisation being given powers to ‘le everything’. 

letter proposes to d following section to constitution, "All public powers must be legally authorised and operate in an open and transparent manner within ir clearly defined power margins, responsibilities, and delines."

With an objective to rein in corruption and power politics, letter suggests ding a section to, "Use strict systems, serious assessments, and strict rewards and punishments to stop vicious atmosphere of competing for power and profits, buying and selling officials."

‘Expel cult of personality programme organisers’

Taking a strict stance towards party workers engaging in organising personal cult activities, letter asks for strict action against such cres. " CCDI should promptly investigate and punish planners and organisers of personal cult activities, and all party members and leing cres who use ir powers to engage in personality cult should be expelled from party, and be dismissed from public office.”
