European Union leaders began arriving for an in-person Council meeting in Brussels on Thursday.

The leaders are expected to discuss the EU budget, COVID-19, climate change, extremism, relations with Turkey, and Brexit.

After a last-minute dinner between UK Prime Minister Boris Johnson and European Commission President Ursula von der Leyen ended in no agreement, the issue of a Brexit trade deal remains.

Months of trade talks have failed to bridge the gaps on three issues - fishing rights, fair-competition rules and the governance of future disputes.

While both sides want a deal, they have fundamentally different views of what it entails.
