Describing Pakistan as "hub of terrorism", India has strongly hit back at country for raking up Kashmir issue at Security Council. India slammed Pakistan and said that it misused UN forum to spre "baseless and deceitful" narratives about it. Pakistan's envoy to UN Maleeha Lodhi raised Kashmir issue during a General Assembly session on Report of Security Council for 2018 on Friday. Lodhi referred to India's August 5 decision to abrogate Article 370 of Constitution which ended special status of Jammu and Kashmir.

Lodhi said India's action to revoke Jammu and Kashmir's special status was "in flagrant violation of multiple Security Council resolutions". She said Security Council must press India to lift curfew, end communication blackout and release detainees.

On report of Security Council, Bayyapu asserted that many of flaws in functioning of Council were structural and its composition is demonstrably out of touch with ground realities. " Council neir reflects r represents aspirations and views of larger membership. Like most ors, we remain convinced that only remedy is a comprehensive reform of Security Council, involving expansion in its permanent and n-permanent categories," he said. Bayyapu said that since performance assessment has become one of focus areas at United Nations, Security Council too needs to prove its credibility and improve its performance.
annual report continues to be a statistical compilation of events, a bland summary and listing of meetings and outcome documents even though membership of General Assembly has repeatedly requested Council that annual report be more analytical and incisive rar than a mere narration of meetings of 15-nation organ of UN, he said.

" debate on annual report has become a ritual and a formality in a long list of formalities. re is a need to reinvigorate this interaction between most representative organ of United Nations and its most empowered brethren," he said.
Bayyapu on annual report
He stressed that annual report of Security Council must inform, highlight and analyze measures that it has decided upon or taken to maintain international peace and security during reporting period. Bayyapu also voiced concern that report was t only lacking in substance but is submitted late in year, almost towards last quarter of next year due to which it does t generate attention needed for a proper discussion. "This needs to be rectified. re should be definite timelines for completing report, circulating to wider GA members and holding debate earlier t towards close of session," he said. 74th session of General Assembly will begin next week and annual high-level session will begin soon reafter. Bayyapu expressed disappointment that annual report of Security Council is short of analysis on UN peacekeeping operations, flagship tool for maintenance of international peace and security.

"re is little information on how peacekeeping operations are run, on problems y face, on why certain mandates are set or changed, or on when and why y are strengned, scaled down or ended," he said.
He stressed that a better partnership between Security Council and Troop Contributing Countries (TCCs) is needed given that most peacekeepers are contributed by n-Council members, who put lives of ir troops at risk to serve cause of international peace.
