Russia suspends sale of foreign currencies

Venezuelan President says Ukrainian conflict could lead to third world war

The military conflict in Ukraine could lead to a third world war, Venezuelan President Nicolas Maduro said, adding that it is important to stop global "madness."

"The conflict is expanding from a military point of view, which could lead to a third world war. Already now it has global consequences, such as a devastating impact on the prices of oil, petrol and gas, on the cost of food, fertilizer, transportation. The global impact is expressed in insecurity, in the management of international relations," Maduro said, as quoted by Venezuelan broadcaster VTV.

Maduro also expressed hope that a timely warning could "stop the madness that has seized the most important leaders of the West and the world."

Venezuela is already taking measures to control inflation and the possible effects of the spread of the conflict in Europe, Maduro noted.

On February 24, Russia began a special operation to demilitarize and "denazify" Ukraine, responding to calls for help from the Donetsk and Luhansk people's republics in countering the aggression of Ukrainian troops. The Russian Defense Ministry said the special operation is targeting Ukrainian military infrastructure only and the civilian population is not in danger. Moscow has repeatedly stressed that it has no plans to occupy Ukraine.

India heaves sigh of relief as 700 students leave beleaguered Sumy

In a huge relief for India, all its students trapped in Ukraine's Sumy moved out of the city through a Humanitarian Corridor on Tuesday, a day after a localised ceasefire announced by the Russians collapsed and fierce fighting resumed, blocking their exit to safety.

MEA spokesperson Arindam Bagchi said the students were being taken to Poltava, some 175 km south of Sumy, from where they will board trains to western Ukraine. 

"Happy to inform that we have been able to move out all Indian students from Sumy. They are currently en route to Poltava, from where they will board trains to western Ukraine," Bagchi tweeted.

Nearly 700 Indian students in Sumy had waged a doughty battle in bomb shelters and basements of their hostels in frigid weather, low on food, drinking water and other essential supplies over the last several days as Russian forces clobbered the city with rockets and heavy gunfire.

"Flights under Operation Ganga are being prepared to bring them home," Bagchi said but did not specify from which border point and when will they be evacuated from Ukraine to board flights for their return to India.

The MEA spokesperson also posted a video on Twitter showing Indian students having refreshments in the backdrop of parked buses.

Efforts to evacuate the students from Sumy had failed on Monday as a tenuous ceasefire declared by the Russians crumbled shortly after getting underway.

Many students, who had boarded the buses for their journey to Poltava, were asked to disembark, as the ceasefire failed to take hold. 

"The evacuation from Sumy has started. There was finally some good news on Tuesday. All Indian students will be evacuated from Sumy on Tuesday itself. They will be taken to a safe location from where they will be brought to India," said Anshad Ali, a student coordinator.

"We stood in a queue for three hours in freezing cold on Monday, waiting to board the buses and then, we were told that we cannot go. Thankfully, we have left Sumy. I am hoping that we will be in a safe zone soon," medical student Aashiq Hussain Sarkar told PTI, as fatigued students began the trip to Poltava, leaving behind broken and charred buildings and smouldering pieces of weaponry destroyed in war.

The Indian embassy in Ukraine issued an advisory urging all stranded Indian nationals to make use of the "humanitarian corridor" and evacuate using trains, vehicles or any other available means of transport keeping in mind their safety.

Considering the security situation, establishment of the next humanitarian corridor is uncertain, the advisory said.

"All stranded Indian nationals are urged to make use of this opportunity and evacuate using trains/vehicles or any other available means of transport giving due consideration to safety," it said.

Earlier in the day, Union minister Hardeep Singh Singh Puri said,"Last night, I checked with the control room, 694 Indian students were remaining in Sumy. Today, they have all left in buses for Poltava".

Tuesday's developments followed Prime Minister Narendra Modi's discussions with Russian President Vladimir Putin and Ukrainian leader Volodymyr Zelenskyy a day before on ways to start the stalled evacuation process of the students from Sumy, battered by ceaseless Russian bombardment.

India has brought back over 17,100 of its nationals from Ukraine so far. 

Two civilian flights from Suceava in Romania airlifted 410 Indians nationals to India on Tuesday, the civil aviation ministry said. 

The Indian mission in Ukraine said it has evacuated 52 of the 75 Indian sailors stranded at the Port of Mykolaiv in the war-torn nation. 

"Mission intervened to evacuate 75 Indian sailors stranded in Mykolaiv Port. Yesterday buses arranged by Mission evacuated total of 57 sailors including 2 Lebanese & 3 Syrians," the Indian Embassy in Ukraine said in a tweet.

"Route constraints precluded evacuation of balance 23 sailors. Mission is attempting their evacuation today," it said.

Ukraine-Russia conflict shows conventional war could happen: Gen Naravane

The ongoing conflict between Ukraine and Russia shows that a conventional war could happen, Indian Army Chief Gen M M Naravane said on Tuesday.

In response to a question on the sidelines of an event here, he underlined that the war between Russia and the eastern European country was being fought in a physical domain.

Is the war being fought in cyberspace or through air-conditioned chambers? he rhetorically asked, adding that this war shows that a "conventional war could happen".

"The war we seeing, is being fought physically on the ground," the Army chief said.

"So, a conventional war could happen. And, we have to be operationally ready," Naravane said, when asked what was the lesson from the ongoing Ukraine-Russia war.

Russia started a military offensive against Ukraine on February 24 this year. 

According to United Nation's estimate, 1.5 million refugees have sought shelter in neighbouring countries of Ukraine over the last 11 days.

Australia announces fresh sanctions against 'propagandists' Russia

Australia has imposed another round of sanctions against Russia for its "unjustified invasion" of Ukraine and is targeting Moscow's senior military officers, as well as state propagandists spreading "pro-Kremlin disinformation".

As per an official statement by Australian Foreign Minister Marise Payne, the Australian government is placing sanctions on Moscow's "propagandists and purveyors of disinformation" trying to legitimise Russia's invasion with false narratives such as the "de-Nazification" of Ukraine.

"The new round of sanctions will impose targeted financial sanctions on the Armed Forces of the Russian Federation, and targeted financial sanctions and travel bans against an additional six senior Russian military commanders responsible for implementing naval, ground and air attacks on Ukraine," said the statement.

"The Australian Government is sanctioning 10 people of strategic interest to Russia for their role in encouraging hostility towards Ukraine and promoting pro-Kremlin propaganda to legitimise Russia's invasion," it added.

Notably, last week, Australia also imposed targeted financial sanctions on 11 financial institutions of economic significance to Russia, including the Central Bank of Russia.

The statement further informed that the Australian government is working with digital platforms such as Facebook, Twitter and Google to take action to suspend the dissemination of content generated by Russian state media within Australia.

"Our designation of the Russian Armed Forces covers the Russian Ground Forces, Russian Navy, and Russian Aerospace Forces, as well as the Strategic Missile Troops and Russian Airborne Troops, and has the effect of prohibiting the export of goods from Australia to all Russian military end users," said the statement.

The foreign minister said that Australia will work collectively with its global partners to remove Russia's ability to continue financing its war by targeting its most significant banks, including those critical to its defence sector.

"Australia and partners will continue to impose costs on Russia's egregious, unlawful and completely unjustified war on Ukraine. We again call upon Russia to withdraw its military forces immediately from Ukraine," said the minister.

Russian forces launched military operations in Ukraine on February 24, three days after Moscow recognized Ukraine's breakaway regions, Donetsk and Luhansk as independent republics followed by the announcement of a "special military operation" to "demilitarize" and "denazify" Ukraine.

Several countries including the UK, the US, Canada, and the European Union have condemned Russia's military operations and imposed sanctions on Moscow. (ANI)

Oil depots in Zhytomyr, Chernyakhiv hit in airstrikes by Russian forces, says Ukraine

The oil depots in Zhytomyr and Chernyakhiv were hit in two airstrikes by Russian forces, Ukraine's Ministry of Foreign Affairs (MFA) said on Tuesday. 

"As a result of two air-strikes, oil depots in Zhytomyr and Chernyakhiv were hit," tweeted Ukraine MFA.

Earlier, Head of Sumy Regional State Administration Dmitry Zhivitsky had said that at least 10 people, including children, were killed as a result of targeted bombings by Russia on Sumy.

"Children among dead after the Russian air raid on residential buildings in Sumy. Head of Sumy Regional State Administration Dmitry Zhivitsky said in a video message on Facebook on March 7 that at least 10 people were killed as a result of targeted bombings by Russia on Sumy," tweeted The Kyiv Independent, a Ukrainian media outlet.

Meanwhile, Russia on Tuesday declared a ceasefire amid the ongoing conflict in Ukraine from 10 am (Moscow time) to provide humanitarian corridors in the cities of Kyiv, Chernihiv, Sumy, Kharkiv and Mariupol, the Ministry of Foreign Affairs of Russia said in a statement.

The development comes following the third round of talks between Russia and Ukraine in Belarus on Monday, which apparently ended up in failure. In the meeting, both sides addressed the issues of civilian evacuation and the Ukrainian side assured Russia that the humanitarian corridor will start working from Tuesday. Russian forces launched military operations in Ukraine on February 24, three days after Moscow recognized Ukraine's breakaway regions, Donetsk and Luhansk as independent entities.

Ukraine says 400 civilian deaths recorded

Ukrainian Defence Minister Oleksiy Reznikov has released new estimates of casualties and damage from the Russian war, saying Russian military actions have killed 38 children and wounded more than 70. 

Overall at least 400 civilian deaths have been recorded and 800 wounded, though these data are definitely incomplete, he said in a video address.

It was not immediately possible to verify the figures.

He said Russian strikes have destroyed more than 200 Ukrainian schools, 34 hospitals and 1,500 residential buildings.

He estimated some 10,000 foreign students, notably from India, China and the Persian Gulf are trapped by the fighting, and described attacks on British and Swiss journalists.

He claimed that Ukrainian forces have killed more than 11,000 Russian troops.

Russian invaders fire on humanitarian corridors through which civilians are trying to escape, he said, without saying where.

Russian officials did not comment Tuesday and have only acknowledged several hundred deaths among Russian forces.

FM airs concern over rising crude oil price amid Russia-Ukraine war

Union Finance Minister Nirmala Sitharaman on Tuesday expressed concern over rising crude prices due to the Ukraine crisis and indicated that the central government is looking to tap alternative sources. 

At an interactive session organised by BJP's Karnataka unit, she was asked about the impact of rising crude prices and war in Ukraine on the Indian economy. 

"It will certainly have an impact on Indian economy", the Minister said. "How much we are going to be prepared to take it as a challenge and mitigate the impact is something which we will have see as we go (along)". 

Noting that India imports more than 85 per cent of its crude oil requirements, she said when oil prices go up, it is a matter of concern and "now we will have to see how it pans out". 

She pointed out that oil marketing companies fix pump prices based on 15-day average. "But now averages and beyond averages are the numbers that we are talking about". 

The government is watching to see if there are alternative sources from where it can get crude, she said but hastened to add: "Obviously global markets are all equally unthinkable at various sources". 

"It (rising crude prices) will have a bearing. We have made some provisions for it in the budget. But that provision is only based on some average prevailing earlier but now is beyond that. So, we will have to see how we can work it out". 

International benchmark Brent was trading at around USD 127 per barrel on Tuesday. 

On bringing petrol and diesel within the GST ambit, she said: "It's already in there (before the GST Council). Petrol and diesel are already in the GST (Council).

Antony Blinken wraps up Baltic assurance tour as Ukraine war rages

US Secretary of State Antony Blinken was on the last leg Tuesday of a short tour of the three Baltic states aimed at reassuring the former Soviet republics that NATO will guarantee their security as Russia's war with Ukraine rolls on unabated.

Blinken was meeting with senior Estonian officials in Tallinn, a day after hearing appeals from both Lithuania and Latvia for more support and greater US and NATO troop presence to deter a feared Russian intervention.

We will defend every square inch of NATO territory if it comes under attack, if it's on the receiving end of aggression, Blinken told Estonian Foreign Minister Eva-Maria Liimets.

Liimets, echoing her Baltic counterparts, denounced the Russian invasion, calling it a direct threat to Europe and particularly to the Baltics.

As the security situation has changed in Europe we must continue to strengthen the defense and deterrent posture here in NATO, especially here on the eastern flank, she said.

As the war in Ukraine rages, leaders in all three Baltic states have expressed grave concerns about Russian President Vladimir Putin's intentions for former Soviet bloc countries that are now allied or otherwise linked to the West.

We have no illusions about Putin's Russia anymore, Latvian Foreign Minister Edgars Rinkevics said Monday in Riga. We don't really see any good reason to assume that Russia might change its policy. 

Rinkevics said that the Russian invasion of Ukraine had shown the Baltic countries in particular the need to bolster air and coastal defenses and that Latvia would like its security cooperation with NATO to be more efficient. Lithuanian President Gitanes Nauseda told Blinken in Vilnius that a policy of deterrence was no longer enough and that forward defense was now needed. He predicted that Putin will not stop in Ukraine if he will not be stopped. 

Memories of Soviet rule are still fresh in the Baltics and since the Russian invasion of Ukraine last month, NATO has moved quickly to boost its troop presence in its eastern flank allies while the US has pledged additional support.

Support for Ukraine's resistance to the Russian invasion was palpable in all three Baltics as Ukrainian flags and other signs of solidarity were evident in many businesses and on houses, public buildings and buses.

From Tallinn, Blinken will travel to Paris later Tuesday for a meeting with French President Emmanuel Macron to discuss his recent conversations with Putin about Ukraine and efforts to convince the Russian leader to end the conflict.

According to Sky News, UK Commons Speaker Sir Lindsay Hoyle granted Zelenskyy’s request to read a statement to the House of Commons at 5pm GMT (10:30pm IST) on Tuesday. His speech will be shown on screens being installed in the chamber, and more than 500 headsets will also be provided to relay an English translation of his statement.

Amid the chaotic situation in Ukraine, the delegates of Russia and Ukraine met for the third time in the past week-- with high expectations and low outcomes. Soon after the meeting, Mykhailo Podolyak, an advisor to Ukrainian President Volodymyr Zelenskyy, who was quick to announce the outcome of the meeting on Twitter, affirmed the latest discussion yielded some positive results. Putin Says No New Military Conscripts Will Be Drafted

Russia has only included professional military service members to carry out its special military operation in Ukraine, said Russian President Vladimir Putin on Monday. According to Sputnik, while delivering his congratulations on International Women’s Day, the Kremlin leader addressed the relatives of servicemen who were participating in the ongoing operation in Ukraine while the Russian military aggression is being condemned by the West. He also said that conscript soldiers are not participating in the operation and will not be in the future. 

"I would like to address the mothers, wives, sisters, brides and girlfriends of our soldiers and officers who are now... defending Russia during the special military operation. I understand how you worry about your loved and close ones. You can be proud of them just as the entire country is proud of them and worries about them... I would like to stress that soldiers on active duty do not and will not participate in hostilities. And there will be no additional call-up of reservists," he said, according to Sputnik.

"The tasks set are solved only by professional servicemen. I am convinced they will reliably ensure security and peace for the people of Russia," Putin said.

India At UNSC Asserts Humanitarian Action Shouldn't Be Politicised

India on Monday raised concern about the worsening situation in Kyiv and stated that humanitarian action should not be politicised amid the ongoing conflict between Russia and Ukraine, which has led to a pressing humanitarian crisis that needs to be addressed expeditiously. Speaking at the UN Security Council, India’s Ambassador to the UN, TS Tirumurti informed that India has sent seven tranches of humanitarian supplies to Ukraine and its neighbouring countries. He also went on to say that the worsening situation in Ukraine and the ensuing humanitarian crisis deserve immediate and urgent attention. 

“Allow me to underscore that it is important that humanitarian action is always guided by the principles of humanitarian assistance, i.e., humanity, neutrality, impartiality and independence. These should not be politicised," India’s Ambassador to the UN, TS Tirumurti said. 

"As per the UN's own estimate, 1.5 million refugees have sought shelter in neighbouring countries of Ukraine over the last 11 days. This has led to a pressing humanitarian crisis that needs to be addressed expeditiously," he added.

500 more US troops will be deployed in Poland, Romania, Germany and Greece, says Pentagon

The United States announced on Monday that over 500 US troops would be deployed in Europe to reinforce NATO's flank including Poland, Romania, Germany and Greece. Speaking at a press conference, Pentagon press secretary John Kirby assured that the US army will not be sent to conflict-ridden Ukraine. Kirby also announced that the new deployments are being positioned to support US forces already in Europe in response to Russia's military operation in Ukraine. The new deployments include KC-135 refuelling aircraft from Fairfield Air Force Base in Washington, to Greece, along with 150 personnel for refuelling support. The World Bank on Monday approved a USD 723 million package of loans and grants for Ukraine, providing government budget support amid the all-out conflict with Russia. The international lender approved a supplemental budget support package for Ukraine, called Financing of Recovery from Economic Emergency in Ukraine - or FREE Ukraine - for USD 489 million, the bank said in a statement. "The package approved by the Board consists of a supplemental loan for USD 350 million and guarantees in the amount of USD 139 million and is also mobilizing grant financing of USD 134 million and parallel financing of USD 100 million, resulting in total mobilized support of USD 723 million," it added.

The Australian government says it is placing sanctions on Moscow’s “propagandists and purveyors of disinformation” who legitimatize Russia’s invasion as the “de-Nazification” of Ukraine.

Russia’s U.N. Ambassador Vassily Nebenzia says Russia will carry out a cease-fire on Tuesday morning at 10 a.m. Moscow time and open humanitarian corridors to evacuate citizens from Kiev, Chernigov, Sumy and Mariupol.

He took the floor at the end of a U.N. Security Council meeting on the humanitarian crisis in Ukraine on Monday to make the announcement.

Zelenskyy: Russia mined medical supply roads

 President Volodymyr Zelenskyy said instead of an agreement on humanitarian corridors, what Ukraine got on Monday was “Russian tanks, Russian Grad rockets, Russian mines.”

Another research facility producing radioisotopes for medical & industrial uses damaged

The U.N. nuclear watchdog says Ukraine has informed it that a new research facility producing radioisotopes for medical and industrial uses has been damaged by shelling in Kharkiv.

The International Atomic Energy Agency said the Ukrainian regulator told it that Sunday’s incident didn’t cause any increase in radiation levels at the site. It said the nuclear material at the facility is “always subcritical” and there is a very low stock of it, so the IAEA’s assessment is that the reported damage would have no “radiological consequence.”

However, it adds to a string of concerns the Vienna-based IAEA has over nuclear facilities and materials in Ukraine.

It reported “another worrying development” Monday at the Zaporizhzhia power plant, Ukraine’s biggest, which was seized last week by Russian forces. The IAEA said the Ukrainian regulator has informed it that it’s not currently possible to deliver spare parts or medicine to the plant.

US gasoline prices rise again on talk of banning Russian oil

Gasoline prices are pushing even farther above $4 a gallon, the highest price that American motorists have faced since July 2008, as calls grow to ban imports of Russian oil.

Prices at the pump were rising long before Russia invaded Ukraine and have spiralled faster since the start of the war. The U.S. national average for a gallon of gasoline has soared 45 cents a gallon in the past week and topped $4.06 on Monday, according to auto club AAA.

“I am looking at the possibility of walking to work,” said Asiya Joseph, who had just paid $4.29 a gallon at a BP station in Brooklyn, New York. “This is the first time that I am filling up my tank in like, 10 days.”

Johnson defends his government’s treatment of Ukrainians fleeing war

British Prime Minister Boris Johnson has defended his government’s treatment of Ukrainians fleeing war, after France accused U.K. authorities of “inhumane” behaviour towards the refugees.

Johnson said Britain was being “very, very generous,” but would not have “a system where people can come into the U.K. without any checks or any controls at all.”

Britain says it expects to take in as many as 200,000 displaced Ukrainians. Very few have managed to reach Britain so far. The Home Office said “around 50” visas had been granted by Sunday.

French Interior Minister Gerald Darmanin said Sunday that hundreds of Ukrainian refugees in the English Channel port of Calais had been turned away and told by British authorities that they must obtain visas at U.K. embassies in Paris or Brussels.

Calling that “a bit inhumane,” Darmanin urged Britain to “stop the technocratic nit-picking.”

Sherman: Getting Ukraine material may get hard

U.S. Deputy Secretary of State Wendy Sherman says that getting military material for Ukrainians to fight a Russian invasion is set to become more difficult for the U.S. and its allies.

“I think that the international community has been tremendously responsive and have found ways to get the material in. That may become harder in the coming days, and we’ll have to find other ways to manage this,” Sherman said Monday during a visit to the Spanish capital for meetings with officials.

The Biden administration is considering how to fulfill Ukrainian President Volodmyr Zelenskyy’s request for warplanes, the official said, considering that Ukrainians would only be able to operate soviet-era warplanes provided by Poland.

The General Staff of the Armed Forces of Ukraine posted on Facebook, "In the course of hostilities, the city of Chuhuiv was liberated. The occupiers suffered heavy losses in personnel and equipment. Lieutenant Colonel Dmitry Safronov, Commander of the 61st Separate Marine Brigade of the Russian Armed Forces, and Lieutenant Colonel Denis Glebov, Deputy Commander of the 11th Separate Airborne Assault Brigade of the Russian Armed Forces, were killed".

Two major accounting firms to leave Russia

Two among the four so-called Big Four accounting firms, KPMG and PricewaterhouseCoopers have decided to pull out from Russia amid the war with Ukraine. Both firms, reportedly said that they would cut off ties with the Russia-based member firms. KPMG said it was also pulling out of Belarus. It is to note that the company has over 4,500 employees in the two countries.

Ukraine-Russia could face each other at World Court

As per reports, Ukraine will as the United Nations (UN) top court on Monday (local time) to issue an emergency ruling which requires Russia to stop the invasion. Kyiv would reportedly also argue that Moscow’s justification for the attack is based on a faulty interpretation of genocide law. It is to note that the court’s rulings are binding and countries usually follow them but it has no direct measures of enforcing the same.

‘We will not forgive. We will not forget’ says Zelenskyy

In a powerful national address, Ukrainian President Volodymyr Zelenskyy called on the West to do more as he spoke about the destruction caused by Russia’s military offensive in Ukraine. He also highlighted the sufferings of the people while adding, “We will not forgive. We will not forget. We will punish everyone who committed atrocities in this war on our land.”

Apart from warning the Russian troops against committing atrocities, he said that the “only quiet place” that awaits them is the grave. Zelenksyy said, “Today is Forgiveness Sunday. But we will not forgive hundreds and hundreds of victims. Thousands and thousands of sufferings. And God will not forgive. Not today. Not tomorrow. Never. And instead of Forgiveness, there will be a Day of Judgment”.

UK to provide $100 million to Ukraine 

UK Prime Minister Boris Johnson’s office has reportedly said that Britain will provide $100 million t Ukraine through World Bank. Moreover, UK is also trying to push new legislation on Monday (local time) that aims to speed up the sanctions process.
