Canada sending soldiers to Poland to help resettlement of Ukrainian refugees

Canada is sending soldiers to Poland to help with the care, co-ordination and resettlement of Ukrainian refugees in Poland, including some who will come to Canada. Defense Minister Anita Anand announced the deployment of up to 150 troops Thursday. More than 2.6 million Ukrainians have fled into Poland since the first Russian troops crossed into Ukraine on Feb. 24 and over 2 million more have fled into other surrounding countries.

Anand said the majority of the deployed troops will head to reception centers across Poland to help care for and register Ukrainian refugees. Another group is being sent to help co-ordinate international aid efforts. Canada has deployed hundreds of additional troops to eastern Europe since Russia’s invasion as the NATO military alliance seeks to both support Ukraine and prevent the conflict from expanding into a broader war.

Zelenskyy tells Ukrainians they should 'be proud' of having survived 50 days of war

resident Volodymyr Zelenskyy told Ukrainians on Thursday they should be proud of having survived 50 days under Russian attack when the Russians “gave us a maximum of five.” In his late-night video address, Zelenskyy called it “an achievement of millions of Ukrainians, of everyone who on Feb. 24 made the most important decision of their life – to fight.”

Zelenskyy gave an extensive and almost poetic listing of the many ways in which Ukrainians have helped to fend off the Russian troops, including “those who showed that Russian warships can sail away, even if it’s to the bottom” of the sea.It was his only reference to the Russian missile cruiser Moskva, which sank while being towed to port.Zelenskyy said he remembered the first day of the invasion when many world leaders, unsure whether Ukraine could survive, advised him to leave the country.

CIA director warns Russian threat of nuclear weapons must not be taken 'lightly'

Russia's threats of using the tactical nuclear weapons in the ongoing conflict must not be taken "lightly," CIA Director Bill Burns has warned.  "Given the potential desperation of President Putin and the Russian leadership, given the setbacks that they've faced so far militarily, none of us can take lightly the threat posed by a potential resort to tactical nuclear weapons or low yield nuclear weapons,” he said in public remarks at the Georgia Institute of Technology.

CIA “watches for that very intently,” Burns said. "While we've seen some rhetorical posturing on the part of the Kremlin about moving to higher nuclear alert levels, so far we haven't seen a lot of practical evidence of the kind of deployments or military dispositions that would reinforce that concern—but we watch for that very intently,” he added.

It’s 6 am, if you are just joining us here are the key updates to the ongoing Russia-Ukraine war:

Russian military says damaged Moskva missile cruiser has 'sunk'

The Russian military says the damaged Moskva missile cruiser, the flagship of Russia's Black Sea fleet, has sunk while being towed to a port during bad weather after an explosion. Russian Defense Ministry said the Moskva sank Thursday in a storm as it was gutted by the fire. The ministry previously said a fire on the warship set off some of its weapons and forced the crew to evacuate denying the Ukraine Army's claims of attack on the warship with a missile. Russia says the Soviet-era ship was badly damaged and the crew had already been evacuated onto another vessel before the ship went down.

"During the towing of the cruiser Moskva to the port of destination, the ship lost stability due to the damage to the hull received during the fire from the detonation of ammunition," the ministry said.

"In the stormy sea conditions, the ship has sunk."

Moscow accuses Ukrainian forces of launching airstrikes on its region of Bryansk

Russian authorities have accused Ukrainian forces of launching airstrikes on the Russian region of Bryansk which borders Ukraine, the latest in a series of allegations of cross-border attacks by Kyiv on Russian territory. Russia’s Investigative Committee alleged that two Ukrainian military helicopters entered Russia’s air space on Thursday and, “moving at low altitude, acting deliberately, they carried out at least six airstrikes on residential buildings in the village of Klimovo,” about 11 kilometers away from the Russian border.

It said at least six houses in the village were damaged and seven people, including a toddler, sustained injuries. The Investigative Committee has launched a probe into the attack. US ambassador to UN accuses Russia of food instability in Yemen

US ambassador to the United Nations has accused Russia  of making the "precarious food situation in Yemen" and elsewhere even worse by invading Ukraine, calling it “just another grim example of the ripple effect Russia’s unprovoked, unjust, unconscionable war is having on the world’s most vulnerable.”

Linda Thomas-Greenfield told a UN Security Council meeting on war-torn Yemen that the World Food Program identified the Arab world’s poorest nation as one of the countries most affected by wheat price increases and lack of imports from Ukraine.

Russia’s deputy UN ambassador Dmitry Polyansky shot back saying: “The main factor for instability and the source of the problem today is not the Russian special military operation in Ukraine, but sanctions measures imposed on our country seeking to cut off any supplies from Russia and the supply chain, apart from those supplies that those countries in the West need, in other words energy.”

Ukraine war and inflation threaten global economy: IMF

The head of the International Monetary Fund warned that Russia’s war against Ukraine was weakening the economic prospects for most of the world’s countries and called high inflation “a clear and present danger” to the global economy.

IMF Managing Director Kristalina Georgieva said the consequences of Russia’s invasion were contributing to economic downgrades for 143 countries, although most of them should continue to grow.

The war has disrupted global trade in energy and grain and is threatening to cause food shortages in Africa and Middle East. Georgieva made her comments in a speech on the eve of next week’s spring meetings of the IMF and the World Bank in Washington.

An unexpectedly strong recovery from 2020’s pandemic recession has caught businesses by surprise, leaving factories, ports and freight yards unable to keep up with robust customer demand and forcing prices higher.

“In a world where war in Europe creates hunger in Africa; where a pandemic can circle the globe in days and reverberate for years; where emissions anywhere mean rising sea levels almost everywhere — the threat to our collective prosperity from a breakdown in global cooperation cannot be overstated,” Georgieva said.

“Now,” Georgieva said, “grain and corn prices are soaring, and leaders across Africa and the Middle East are telling me that supplies are running low. Food insecurity is a grave concern.

“We must act now with a multilateral initiative to bolster food security. The alternative is dire: More hunger, more poverty and more social unrest — especially for countries that have struggled to escape fragility and conflict for many years.”

Kremlin crackdown silences war protests in Russia

A former police officer who discussed Russia’s invasion on the phone. A priest who preached to his congregation about the suffering of Ukrainians. A student who held up a banner with no words — just asterisks.

Hundreds of Russians are facing charges for speaking out against the war in Ukraine since a repressive law was passed last month that outlaws the spread of “false information” about the invasion and disparaging the military.

Human rights groups say the crackdown has led to criminal prosecutions and possible prison sentences for at least 23 people on the “false information” charge, with over 500 others facing misdemeanor charges of disparaging the military that have either led to hefty fines or are expected to result in them.

The Kremlin has sought to control the narrative of the war from the moment its troops rolled into Ukraine. It dubbed the attack a “special military operation” and increased the pressure on independent Russian media that called it a “war” or an “invasion,” blocking access to many news sites whose coverage deviated from the official line.

'We are not neutral in this war' says Irish Foreign Minister in Kyiv

WHO chief says world treats crises based on race

World Health Organization (WHO) Director-General Tedros Adhanom Ghebreyesus has said that the world treats humanitarian crises impacting Black and white races unequally as only a "fraction" of attention is given to the places when compared to Ukraine. He questioned whether “the world really gives equal attention to Black and white lives” – given that the ongoing emergencies in Ethiopia, Yemen, Afghanistan and Syria have garnered only a “fraction” of the global concern for Ukraine.

Even though the WHO chief did acknowledge that the Ukraine war is significant, he asked if other crises are being accorded enough attention. Tedros said, "I need to be blunt and honest that the world is not treating the human race the same way...Some are more equal than others. And when I say this, it pains me. Because I see it. Very difficult to accept – but it’s happening.”

Canada's Trudeau strengthens calls to declare Russia’s actions in Ukraine as genocide

Canadian Prime Minister Justin Trudeau has weighed in on growing calls to declare Russia’s actions in Ukraine as genocide, saying it is “absolutely right” that the term is being used given rampant allegations of war crimes and other human rights violations. Trudeau made the comments during a news conference Wednesday, a day after U.S. President Joe Biden told reporters that Russia’s conduct in Ukraine appeared to his eyes to be a genocide.

While both North American leaders noted that it will be up to lawyers to determine whether Russia’s actions meet the international standard for genocide, they were nonetheless united in welcoming use of the term.

“It’s absolutely right that more and more people be talking and using the word ‘genocide’ in terms of what Russia is doing,” Trudeau said.

The prime minister went on to list a series of war crimes and human rights violations allegedly perpetrated by Russian forces under the direction of President Vladimir Putin, including deliberate attacks on civilians and the use of sexual violence. Trudeau said they’re attacking “Ukrainian identity and culture.”

Deputy chair of Russia’s Security Council posts threats for Ukraine’s detention of oligarch; 'Freaks, Stupids..'

Dmitry Medvedev, the deputy chair of Russia’s Security Council and the country’s former president has posted threats to Ukrainian authorities on the messaging app Telegram, referring to them as “freaks” and warning them to “carefully look around and firmly lock the doors at night.”

Zelenskyy’s advisor Mykhailo Podolyak, in response, called Medvedev a “nobody,” and said his words were “nasty and, as usual, stupid.”

Ukraine’s detention of fugitive Ukrainian oligarch Viktor Medvedchuk, the former leader of a pro-Russian opposition party and a close associate of Russian President Vladimir Putin, has been met with enthusiasm in Kyiv and irritation in Moscow.

Analysts saying Medvedchuk will become a valuable pawn in the Russia-Ukraine talks to end the devastating war that the Kremlin has unleashed on its ex-Soviet neighbor.

Medvedchuk was detained on Tuesday in a special operation carried out by Ukraine’s state security service, or the SBU. Ukrainian President Volodymyr Zelenskyy has proposed that Russia could win Medvedchuk’s freedom by trading Ukrainians now held captive by the Russians. He is facing between 15 years and a life in prison on charges of treason.

Western weapons in Ukraine will be considered 'military targets' Russia warns

Russia’s deputy foreign minister has warned that the Western weapons supplied to Ukraine will be considered as "legitimate military targets" by its troops.

"In the context of Washington’s reckless support for the militant aspirations of the (Kyiv) regime with its large-scale pumping of modern weapons, any full-scale contacts with the US administration on the situation around Ukraine seem meaningless," Sergei Ryabkov said in an interview with TASS.

"We warn you that the US-NATO transports with weapons following the Ukrainian territory are considered by us as legitimate military targets," he asserted.

"We bring the Americans and other Westerners to the understanding that attempts to slow down our special operation, inflict maximum damage to Russian contingents and formations of the DPR/LPR (Donetsk People’s Republic and Luhansk People's Republic) will be severely suppressed," Ryabkov added.

No chance at humanitarian cease-fire in Ukraine: UN Chief

UN Secretary-General Antonio Guterres has asserted that he believs there is "no chance at the moment for a humanitarian cease-fire in Ukraine." Guterres told reporters that the UN has made a number of proposals to Russia on the possibility of local cease-fires, humanitarian corridors, and the evacuation of civilians, “and we are waiting for an answer.”

Guterres sent UN humanitarian chief Martin Griffiths to Moscow and Kyiv as his special envoy to seek a humanitarian cease-fire, but he said, “at the present moment, a global cease-fire in Ukraine doesn’t seem possible.”

He said the UN proposals to Russia are aimed at minimizing “the dramatic impact” of Russia’s war against Ukraine on civilians and include creating “a mechanism” involving Russia, Ukraine, the United Nations and eventually other humanitarian bodies to permanently manage local cease-fires, humanitarian access, and evacuations to avoid incidents and failures.

As for Russian President Vladimir Putin’s reported comment Tuesday that negotiations with Ukraine are at a “dead end,” Guterres said, “I will remind you that we are in an Easter period and the Easter period is about resurrection.”

$13.6 billion emergency package of military, humanitarian aid approved for Ukraine

A $13.6 billion emergency package of military and humanitarian aid for besieged Ukraine and its European allies easily won final congressional approval. With Russian President Vladimir Putin’s invasion killing thousands and forcing over 2 million others to flee, the Senate approved the $1.5 trillion overall legislation by a 68-31 bipartisan margin.

“We promised the Ukrainian people they would not go at it alone in their fight against Putin,” Senate Majority Leader Chuck Schumer, D-N.Y., said just before the vote. “And once we pass this funding in a short while, we will keep that promise.”

White House press secretary Jen Psaki said approval “proves once more that members of both parties can come together to deliver results for the American people” — a phenomenon in short supply in recent years.

She also prodded lawmakers to revive money “urgently needed to prevent severe disruptions to our COVID response.”

US asks China to use 'special relationship with Russia' to stop war

United States' Treasury Secretary Janet Yellen has urged China to use its “special relationship with Russia” to persuade Russia to end the war in Ukraine.  Speaking at the Atlantic Council, a nonpartisan think tank, on Wednesday, Yellen said Beijing “cannot expect the global community to respect its appeals to the principles of sovereignty and territorial integrity in the future if it does not respect these principles now.”

Yellen’s speech comes a week before the International Monetary Fund-World Bank Group Spring Meetings in Washington. Her direct appeal to China underscores an increasing frustration that the United States and its allies have with a country that has only deepened its ties with Russia since the invasion of Ukraine.

“The world’s attitude towards China and its willingness to embrace further economic integration may well be affected by China’s reaction to our call for resolute action on Russia,” she said.

Yellen said that countries that undermine the sanctions the U.S. and its allies have imposed on Russia will face consequences for their actions. Leaving open the question of what the consequences for flouting the sanctions could be, Yellen said Russia’s ongoing war in Ukraine has “redrawn the contours” of the global economy, which includes “our conception of international cooperation going forward.”

France's Le Pen warns against more weapons for Ukraine

French far-right presidential candidate Marine Le Pen warned Wednesday against sending any more weapons to Ukraine, and called for a rapprochement between NATO and Russia once Moscow’s war in Ukraine winds down. Asked about military aid to Ukraine, Le Pen said she would continue defense and intelligence support.

“(But) I’m more reserved about direct arms deliveries. Why? Because ... the line is thin between aid and becoming a co-belligerent,” the far-right leader said, citing concerns about an “escalation of this conflict that could bring a whole number of countries into a military commitment.”

Le Pen, an outspoken nationalist who has long ties to Russia and has supported Vladimir Putin in the past, also confirmed that if she unseats President Emmanuel Macron in France’s April 24 presidential runoff, she will pull France out of NATO’s military command and dial back French support for the whole European Union.

Macron, a pro-EU centrist, is facing a harder-than-expected fight to stay in power, in part because the economic impact of the war is hitting poor households the hardest. France’s European partners are worried that a possible Le Pen presidency could undermine Western unity as the U.S. and Europe seek to support Ukraine and end Russia’s ruinous war on its neighbour.

In a press briefing, WHO director-general Tedros Adhanom Ghebreyesus said he didn’t know “if the world really gives equal attention to black and white lives,” given that the ongoing emergencies in Ethiopia, Yemen, Afghanistan and Syria have garnered only a “fraction” of the global concern for Ukraine.

Experts see 'pattern' in Russian violations

Experts commissioned by the Organization for Security and Cooperation in Europe say they found “clear patterns” of violations of international humanitarian law by Russian forces in Ukraine.

OSCE member countries authorized a study in early March, and the three professors chosen to conduct it -- Wolfgang Benedek, Veronika Bílková and Marco Sassòli -- were selected by Ukraine.

Their report, issued Wednesday, said that if the Russian forces had respected their obligations “in terms of distinction, proportionality and precautions in attack and concerning specially protected objects such as hospitals, the number of civilians killed or injured would have remained much lower.”

The experts found “some violations and problems” in Ukrainian practices, voicing concern about the treatment of prisoners of war.

The report said Russia responded by saying it considered the mechanism under which the experts were appointed “largely outdated and redundant” and declined to appoint a liaison person, referring them to official government statements and briefings.

US Says Intelligence Watching If It 'burned Sources' On Publishing Russia-Ukraine War Info

The intelligence officials are still monitoring if its disclosures of previously-classified information about the Russia-Ukraine war have compromised any “sources and methods” which are heavily guarded, said the US director of national intelligence, Avril Haines on Tuesday. According to CNN, during the public remarks at the Meridian International Center, Haines said that the intelligence community is “cautious” and is still determining if it made the right decision. According to her, they will only know if their methods and sources of disclosures ‘burned’ in the long term.

“We are cautious, but continue to look to see whether or not we made the right calculation in doing that, because it's a long term thing to see whether or not you actually burn your sources and methods through disclosures,” Haines said.

The US director of National Intelligence said that the community “took a little bit of additional risk than I think we might otherwise take” in releasing information related to Russia’s planning of Ukraine’s invasion. But, Haines added that “we all agreed to it and achieved consensus” within the intelligence community. Her remarks on secret information around the Russia-Ukraine war in the second month of conflict, provide a rare window into the closely-guarded deliberations within the US President Joe Biden’s administration.

But they cautioned that determining the nature of the attack in the beleaguered port city could take time.

“We’re taking those reports seriously and I know the United States government and others are trying to determine if that did indeed occur,” said Rep. Jason Crow, D-Colo. Crow said the administration “has been very clear that the use of chemical weapons will not be tolerated.”

Biden says Russia committing 'genocide' in Ukraine

US President Joe Biden described Russia’s actions in Ukraine as “genocide” for the first time in a speech in Iowa on Tuesday. While delivering remarks in Menlo, Biden directly levelled an accusation against Russian President Vladimir Putin of committing ‘genocide’ in Ukraine. Shortly after US President condemned Russian atrocities in Ukraine over the last 48 days of the Moscow-Kyiv war, Ukrainian President Volodymyr Zelenksyy hailed Biden’s remarks as “True words of a true leader”.

“I’m doing everything within my power by executive orders to bring down the price and address the Putin price hike,” Biden said.

He added, “Your family budget, your ability to fill up your tank, none of it should hinge on whether a dictator declares war and commits genocide half a world away.”

Later, while talking to reporters before boarding the Air Force One, Biden appeared to double down on his ‘genocide’ claim but also added that his lawyers would be the ones to ultimately determine if Putin is committing genocide in Ukraine. US President told the reporters, “It’s become clearer and clearer that Putin is just trying to wipe out the idea of being Ukrainian.”

“The evidence is mounting…And we’re gonna only learn more and more about the devastation, and we’ll let the lawyers decide internationally whether or not it qualifies but it sure seems that way to me,” he added as Russia Ukraine war entered the sixth week after it started on February 24.
