J&K's Article 370: Russia dashes Pakistan's hopes, upholds Kashmir as a bilateral issue ahead of 'closed-doors' UNSC meet

Even as Pakistan kept urging the international players to intervene in India's step to abrogate Article 370, thereby integrating Jammu and Kashmir, UN Security Council on Friday just held a rare closed door meeting to discuss the matter.

Even as Pakistan kept urging international players to intervene in India's step to abrogate Article 370, reby integrating Jammu and Kashmir, UN Security Council on Friday just held a rare closed door meeting to discuss matter. After Pakistan's repeated begging to China which is a permanent member in UNSC, China requested UN to have a "closed consultations" on issue. However meeting is informal in nature and  outcome of UNSC meeting will t be a formal prouncement as consultations are informal in nature. deliberations began at 10 am (7:30pm IST) in Security Council Consultations Room.

Russia's stance:

Russia's deputy permanent representative, Dimitry Polyanskiy told reporters before entering meeting room that Moscow's view is that it is a "bilateral issue" between India and Pakistan. He said meeting was being held to understand what is happening. "That's what closed consultations are for. What does Russia think next step should be- we favour bilateral track between india and Pakistan. You kw our position. It hasn't changed. Today we have closed consultations and we will just exchange opinions and see what we can do and what we cant do. It is a rmal process." 

When asked if Russia was concerned over tense situation between India and Pakistan, Polyanskiy said, "we are very much concerned. We hope to avoid it. Asked if Council can play a useful role, he replied, "We first need to discuss and n we'll see." Replying to ar question, he said, "sometimes it is better t to touch upon such an issue. It's a bilateral issue," Russian diplomat said.

Abrogation of Article 370:

On August 5, India revoked Article 370 of Constitution removing special status to Jammu and Kashmir, and has also bifurcated state into two Union Territories -- Jammu and Kashmir, and Lakh. Reacting to India's decision, Pakistan expelled Indian High Commissioner soon after deciding to downgre  diplomatic ties with New Delhi. India has categorically told international community that its move to scrap Article 370 of Constitution revoking special status to Jammu and Kashmir was an internal matter and has also vised Pakistan to accept reality.

Setback to Pakistan:

It is significant that discussions are t being held at horse-shoe table in Security Council Chamber, which is a more formal format for meetings.  In a setback to Pakistan's intentions, consultations on its letter to Council are closed and informal and re will unlikely be a formal prouncement after meeting, diplomatic sources said.

In ar setback, Pakistan letter to UNSC h requested that its representative be allowed to participate in meeting, in accordance with relevant provisions of Charter of United Nations and rule 37 of provisional rules of procedure of Security Council. But Pakistan's request was t allowed, sources said. A UN diplomat h told PTI that China h asked for closed consultations on Security Council nda item 'India Pakistan Question'." request was in reference to Pakistani letter to Security Council President Joanna Wronecka," diplomat said. Poland is Security Council President for month of August.

UN Chief Invoked Shimla Agreement, reby rejecting third-party mediation

Earlier, UN Secretary General Antonio Guterres has urged India and Pakistan to exercise "maximum restraint" and refrain from taking steps that could affect status of Jammu and Kashmir. He h highlighted Simla Agreement which rejects any third-party mediation on issue. He also urged two neighbouring countries to refrain from taking steps that could affect status of Jammu and Kashmir while highlighting  Shimla Agreement which rejects any third-party mediation on issue.

Article 370 - an Internal issue: India to China

Pakistan formally called for an emergency meeting of UNSC to discuss India revoking special status to Jammu and Kashmir, Foreign Minister Shah Mahmood Qureshi said on Thursday. Last Friday, Qureshi h air-dashed to Beijing for urgent consultations with Chinese leership on issue of raising Kashmir issue at UNSC. During his meeting with Chinese Foreign Minister Wang Yi on Monday in Beijing, External Affairs Minister S Jaishankar conveyed that India's decision to revoke special status of Jammu and Kashmir was an internal matter. He said issue related to changes in a temporary provision of Constitution of India and was sole prerogative of country. Jaishankar emphasised to Wang that se changes h bearing on Pakistan as it was an internal matter. "It did t impact LoC. Where India Pakistan relations are concerned, Chinese side should base its assessment on realities. India, as a responsible power, h shown restraint in face of provocative Pakistani rhetoric and actions. India has always stood for rmalisation of ties in an atmosphere free of terror," minister said.
