The Delhi government is contemplating the launch of an online portal for the Jay Bhim Mukhyamantri Pratibha Vikas Yojana. This follows the decision of the Delhi cabinet to extend the benefits of this scheme to students of Other Backward Caste (OBCs) and the general category on September 3. On that occasion, the financial assistance for the coaching of competitive examinations was increased from Rs.40,000 to Rs.1,00,000. The Minister of Social Welfare Rajendra Pal Gautam held a meeting with government officials in this regard on Thursday.

Possible benefits of digitization 

According to the Minister of Social Welfare, the online portal would help reduce the time and effort to verify documents. He cited the example of income and caste certificates. Furthermore, Gautam opined that the payment to the coaching institutes would happen on time. The Ministry is actively considering the option to check the enrolment of a particular student under the scheme by different empanelled coaching institutes. Additionally, the government wants to monitor the attendance of the students using biometrics besides directly transferring stipends into their bank accounts through the Public Financial Management System (PFMS).

What is the scheme all about?

The Jai Bhim Mukhyamantri Pratibha Vikas Yojana was launched in December 2017. It originally aimed at providing free coaching to only the SC/ST students to help them prepare for competitive examinations.

This includes Group A and B examinations conducted by the Union Public Service Commission (UPSC) and the State Public Service Commission (SPSC), the Staff Selection Commission (SSC), various Railway Recruitment Boards (RRBs) and Judicial Services Examination. Moreover, Officers’ Grade examinations conducted by banks, insurance companies and public sector undertakings (PSUs) along with entrance examinations for premier institutions like the Indian Institute of Technology, National Law University, medicine also come under the purview of the scheme.
