Gurugram’s Dinesh Madan has been fined a rather princely sum of Rs 23,000 for not following the traffic rules in the national capital region (NCR). He was travelling without a registration certificate and helmet when he was charged for the violations, which come two days after the violation rules under the new Motor Vehicles act came into effect. Delhi has so far issued 3,900 challans after the Motor Vehicle Amendment Bill 2019 became active. The amendment was passed during the Lok Sabha proceedings in July.

Speaking to reporters later, Madan narrated through events, conceding that he wasn't wearing a helmet and didn't have his registration. He revealed that it was his refusal to hand over his bike's keys that preceded the hefty fine.

He went on to say that his bike cost less than the amount he had been fined, and pondered how the fine could have been lower.

The New Amendments and Charges
The charges for traffic violations have been increased post the amendment of the law. Union Minister for Road Transport and Highways, Nitin Gadkari announced a lengthy revision list of charges and fines in the amendment and levied a few new rules like a charge of Rs 10,000 on not giving way to emergency vehicles. The amendment also includes provisions like opening driving schools in all the rural and tribal districts of India. The licenses will be checked with the help of computers and cameras to reduce corruption. The validity of the transport license has been increased to five years from three years.
The new fines range from Rs 10,000 for not having PUC, Rs 5,000 for being without driving license and Rs 10,000 for not having the registration certificate. Also, the charges for not having an insurance copy is Rs 4,000 and Rs 1,000 for traveling without a helmet.
