Amit Shah to introduce J&K Reservation Bill, 2019 in Rajya Sabha on Monday, to provide 10% quota to EWS

Home Minister Amit Shah is going to introduce Jammu and Kashmir Reservation (Second Amendment) Bill, 2019 in the Rajya Sabha on Monday. The Bill seeks to implement 10 percent quota to Economically Weaker Sections (EWS) quota to the Jammu and Kashmir. The Union Cabinet, chaired by Prime Minister Narendra Modi, approved the Bill on Wednesday. Speaking over the Bill, the Cabinet stated that the Bill "would pave the way of extending the benefit of reservation of up to 10 percent for EWS in educational institutions and public employment alongside existing reservations".

If the J&K Reservation (Second Amendment) Bill, 2019 is passed by the Parliament, the residents of the state whose income is less than Rs 8 lakh per annum will get a benefit of 10 percent quota. The state of Jammu and Kashmir is under the President's Rule currently and the assembly elections are likely to take place by the end of the year.

J&K Reservation (Amendment) Bill

Earlier in June, the Upper House passed the J&K Reservation (Amendment) Bill moved by Home Minister Amit Shah which sought an extension of President's rule in the state for a further period of six months with effect from July 3, 2019. Furthermore, Rajya Sabha also gave its nod to the amendment in the Bill proposing to give reservation in educational institutions and government jobs to people living within 10 kms of the International Border in Jammu. The Bill replaced the Ordinance promulgated in this regard. Speaking for the Bill, the Home Minister stated that the Bill will benefit 3.50 lakh people residing in border areas of Jammu and Kashmir.

Reservation for EWS

Earlier in January, the Narendra Modi-led government (First tenure) approved the constitutional amendment to provide a 10 per cent reservation to the Economically Weaker Sections (EWS) for higher educational institutions and recruitment in government jobs. Under the amendment, the reservations went up from the current 50% to 60% and were made applicable for Economically Weaker Sections (EWS) to get reservations in jobs and in education, thereby serving as a huge mode up upliftment.
