These white flakes are accumulated dead skin cells. Since the dead skin cells are lighter, they start appearing on the hair surface and also fall off on the shoulders.
Skin cells are under a continuous process of regeneration and losing the dead skin cells. It is an entirely normal process. But since the scalp is dry, the skin cells shed faster. The presence of extra sebum results in the dead skin cells getting clumped together, making them visible on the surface.
Dandruff is not directly related to maintaining hygienic and a clean scalp, but washing your hair regularly and brushing your hair does help. Washing your hair will reduce the dandruff accumulation and brushing your hair will shed the dead skin cells.
