BCCI Election: Rajiv Shukla disqualified, five associations barred

IPL Chairman Rajiv Shukla has been disqualified and UPCA, the association he was representing, barred from attending the BCCI AGM & lost voting rights for the Board's election on October 23.

Shukla was "disqualified" on grounds of serious violations of tenure, not following due procedure, non-residential clauses. The charges against him were levelled by Aligarh District Cricket Association, (affiliated with Uttar Pradesh Cricket Association) member Pradeep Singh and also by a life member of Madhya Pradesh Cricket Association.

Republic TV has accessed the Final Electoral Roll for the BCCI election, which has dropped Shukla and UPCA's name from the list of draft electoral roll a copy of which Republic TV published earlier, along with Tamil Nadu Cricket Association, Haryana Cricket Association, Maharashtra Cricket Association and Manipur Cricket Association.

As Republic TV had earlier reported, Shukla was in "troubled waters" as serious allegations of corruption, 'conflict of interest', holding multiple posts, exceeding 9-year tenure and non-resident of the state clauses were raised against him that may throw him out from the race for the BCCI's top post. 

In a letter to BCCI's Electoral Officer N Gopalsawmy, Pradeep Singh, a copy of which is Republic TV had earlier published, points out that Shukla has been an office bearer of UPCA for over 9 years a violation of Lodha recommendation and has been staying out of UP for last 20 years as his Passport, Adhar Card and Pan Card all showed his Delhi address. The precondition to represent a particular state in BCCI (in this case Uttar Pradesh) according to the new BCCI Consitution is that the person should be an actual resident of that state.

Similarly, it's alleged in the letter that Rajiv Shukla was holding multiple post in BCCI including the post of IPL Chairman and when he was not "officially an officer bearer" of UPCA then how can he represent UP? 

Shukla is also alleged to be holding multiple positions including nominee member, Director in Hockey India and also same post in DDCA and a life member, Director of UPCA.

Allegations of corruption in the name of expensive gifts and remuneration to UPCA members have also come against him at the time of UPCA election.

It also alleged that proper procedure, rules and regulations were not followed during the UPCA election and subsequent nomination of Rajiv Shukla as representative of UPCA.

In fact, 8 different objections have been raised against him. When Republic TV had tried to contact Rajiv Shukla his office dismissed all charges as baseless and misleading.

The official release detailing the summary of findings lists the UPCA nominee, i.e. Rajiv Shukla, as having been disqualified on account of not having completed the cool-off period.
