Afghanistan crisis LIVE updates: UNESCO slams closure of girls' school
UNESCO Director-General Audrey Azoulay said in a statement that if the girls' schools continue to remain closed, it would constitute a significant violation of the fundamental right to education for girls and women, reported Tolo News.
"UNESCO warns about the irreversible consequences if girls are not allowed to return to school at all levels of education swiftly. In particular, the delayed return of girls to secondary school may risk them being left behind in education and ultimately, in life. It increases the risk of dropping out from education altogether and exposes them to negative coping mechanisms such as child marriage. It may further widen the learning disparities between boys and girls, and ultimately hinder girls' access to higher education and life opportunities," Azoulay said.
Both UNESCO and UNICEF said that Afghanistan has made significant gains in education, especially in girls' education, and they should be preserved, reported Tolo News.
"The future of Afghanistan depends on educated girls and boys. We, therefore, call upon all relevant actors in Afghanistan to ensure that all children have unhindered access to education in the framework of the announced gradual reopening of schools. The right to education for all learners, especially girls, must be upheld at this critical time," she said.

Female employees in the Kabul city government have been told to stay home, with work only allowed for those who cannot be replaced by men, the interim mayor of Afghanistan’s capital said Sunday, detailing the latest restrictions on women by the new Taliban rulers.
Witnesses, meanwhile, said an explosion targeted a Taliban vehicle in the eastern provincial city of Jalalabad, and hospital officials said five people were killed in the second such deadly blast in as many days in the Islamic State stronghold.
The decision to prevent most female city workers from returning to their jobs is another sign that the Taliban, who overran Kabul last month, are enforcing their harsh interpretation of Islam despite initial promises by some that they would be tolerant and inclusive. In their previous rule in the 1990s, the Taliban had barred girls and women from schools, jobs and public life.

Statement on the status of Afghanistan Independent Human Rights Commission
The leadership of the AIHRC is deeply concerned about the inability of the commission to carry out its functions, particularly given serious allegations of ongoing human rights violations, including to those coming from Panjshir, Kandahar & other places concerns about the rights of women and girls. The Afghan people need an independent human rights body where they can take concerns about infringements of their rights, with confidence that in doing so they will be safe and their concerns investigated by a rights-respecting institution.
The inability of the AIHRC to carry out its duties, combined with the legitimate concerns of civil society leaders and journalists about restrictions on freedom of expression, has led to a dramatic reduction in the ability of Afghans to monitor and protect serious violations of human rights. While we appreciate the ongoing work of UNAMA and the OHCHR, in this context it is imperative that the United Nations Human Rights Council establishes an independent mechanism to monitor human rights violations in Afghanistan.
The AIHRC calls upon the Taliban to respect the independence of the AIRHC and its staff and all Afghan human rights defenders, who have worked tirelessly to protect the rights of the Afghan people.

Afghanistan crisis LIVE UPDATES: Pentagon apologises for drone strike
Softening its defence of the Kabul drone strike, the Pentagon on Friday, retreated from its defence of a drone strike that killed multiple civilians in Afghanistan last month. It announced that an internal review revealed that only civilians were killed in the attack, not an Islamic State extremist as first believed. 10 Afghan civilians were killed in US drone strike done on August 29, over Kabul.
Gen Frank Mckenzie, Commander of US Central Command said that the drone strike that killed 10 civilians in Kabul on Aug 29 was a "tragic mistake", extended "sincere & profound condolences" to the families of the victims. He added that the US is "exploring the possibilities of ex gratia payments". Moreover, US Defence Secretary Lloyd J Austin III too apologized for the drone strike.
“I am now convinced that as many as 10 civilians, including up to seven children, were tragically killed in that strike. Afghanistan crisis LIVE UPDATES: Republican senators say, "Declare Taliban a terror organisation"
Cracking down on the Taliban, Republican senators Marco Rubio, Tommy Tuberville, Moore Capito, Dan Sullivan, Thom Tillis and Cynthia Lummis have introduced the Preventing Recognition of Terrorist States Act, which would direct the US Secretary of State to designate the “illegitimate Islamic Emirate of Afghanistan” as a state sponsor of terrorism and the Taliban as a terrorist organisation. US has already frozen about USD 9.5 billion in assets belonging to Afghanistan's central bank and stopped shipments of cash to Kabul, in a bid to keep the Taliban government from accessing the money. IMF too has stopped its funding to the nation amid non-clarity on recognition of Taliban government.
Moreover, four Senators Joni Ernst, Rick Scott, Dan Sullivan and Tommy Tuberville in a letter to Secretary of State Tony Blinken demanded that Taliban be designated as a terrorist organisation. “We believe the Taliban easily meets all three criteria and urge you to consider designating the Taliban as a foreign terrorist organisation and treating them as such to the maximum extent of the law,” they said. The new interim govt with 33 ministers has been unveiled by the Taliban.
“The Taliban appointed Sirajuddin Haqqani, the leader of the Haqqani network and a known terrorist wanted by the FBI for the murder of American citizens, as Interior Minister and allowed terror organisations to join the government,” they wrote in the letter. It added, “Given their history of supporting terror attacks on the United States, their brutal style of governance, their continued display of atrocities against Americans and our allies, and now, their enhanced military capability, the current version of the Taliban government presents a significant threat to the United States. Further, the Taliban display the will and the means to attack Americans and American interests”.

Additionally, speculation was rife that a heated argument took place between the Baradar and Refugees Minister Khalil ur-Rahman Haqqani at the Presidential Palace in Kabul after which the former departed for Kandahar to meet Taliban's supreme leader Mullah Haibatullah Akhundzada.
While he refuted claims about differences in the terror outfit's leadership in an audio clip released on Monday, it was viewed with suspicion in the absence of any video footage. Confirming that he is in Kandahar in the latest interview, Baradar insisted that the "sacrifices" of the terror outfit were not for any position.

EAM Jaishankar address UN meeting on Afghan crisis; says 'Afghanistan passing through critical phase'
While addressing the UN meeting on the Afghanistan crisis, External Affairs Minister S Jaishankar said that Afghanistan is passing through a critical & challenging phase.
"There's been a sea change in its political, economic, social & security situation & consequently, in its humanitarian needs," Jaishankar said.
"As an immediate neighbour, India is monitoring developments with understandable concern. UNDP recently assessed that there is an imminent threat of poverty levels rising from 72% to 97% there. This would have catastrophic consequences for regional stability," Jaishankar said.
"The normalisation of regular commercial operations of Kabul airport would not only assist in that regard but then become the basis of a regular flow of relief material. This would also accelerate activities that would complement domestic relief measures," Jaishankar added.
"It's important that issue of travel & safe passage that can emerge as obstacle to humanitarian assistance be immediately sorted out. Those who wish to travel in & out of Afghanistan should be granted such facilities without obstruction," EAM Jaishankar said at UN high-level meet.

Afghanistan Crisis Live Updates: UN chief announces USD 20 Mn allocation to support humanitarian operation
UN Secretary-General Antonio Guterres on Monday announced a USD 20 million allocations to support humanitarian operation in Afghanistan, saying the "de facto" authorities in the war-torn country have "pledged" to cooperate to ensure assistance is delivered to the people.
"The people of Afghanistan need a lifeline. After decades of war, suffering and insecurity, they face perhaps their most perilous hour. Now is the time for the international community to stand with them," Guterres said at a humanitarian conference on Afghanistan convened in Geneva.
At the global conference, Guterres announced a USD 20 million allocations from the UN's Central Emergency Response Fund to support the humanitarian operation in Afghanistan.
Cautioning that "time is short and events move quickly in Afghanistan," Guterres appealed to the international community to extend that "lifeline to the people of Afghanistan - and do everything we can - and everything we owe - to help them hold on to hope."
The United Nations convened the High-Level Ministerial event on the humanitarian situation in Afghanistan to highlight the acute needs in the country and underscore the urgent funding support and actions required by international partners to support the people of Afghanistan.
As Afghans urgently need food, medicine, health services, safe water, sanitation, and protection, UN agencies and non-governmental partners have launched a flash appeal seeking USD 606 million for the remainder of the year to bring vital relief to 11 million people.
He told the conference that he had asked UN Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator Martin Griffiths to travel to Kabul last week to meet the leadership of the Taliban.
Griffiths had met with Taliban co-founder Mullah Abdul Ghani Baradar and the militant outfit's leadership in Kabul to engage with the authorities on humanitarian issues.
"The de facto authorities pledged to cooperate to ensure assistance is delivered to the people of Afghanistan. Our staff and all aid workers must be allowed to do their vital work in safety without harassment, intimidation or fear," Guterres said.
Last week, the Taliban announced a hardline interim government led by Mullah Mohammad Hasan Akhund, chief of the Taliban's powerful decision-making body 'Rehbari Shura'. He will be the Acting Prime Minister while Baradar will be his deputy in the "new Islamic government.
At least 14 members of the Cabinet, including acting Prime Minister Mullah Akhund, are listed on the UN Security Council's terrorism blacklist.
The UN chief said that in order to continue the life-saving efforts in Afghanistan, four things are required right away - funding; help to boost humanitarian access; need to safeguard the rights of women and girls in Afghanistan and need to ensure that the humanitarian response saves lives but also saves livelihoods.
On funding, Guterres said, we need more. We need it quickly. And we need it to be flexible enough to adapt to the fast-changing conditions on the ground."
He urged for help from the international community to boost humanitarian access, including the airbridge with Kabul and other hubs in Afghanistan. "The United Nations Humanitarian Air Service established an airbridge from Islamabad into Kandahar, Mazar and Herat, with operations running since the end of August. This work must continue. Much more is needed."
He added that "we need to be able to move aid workers and humanitarian supplies in and out of the country."
Emphasising that one of the bright spots of Afghanistan today is the new generation of women leaders and entrepreneurs, educated and flourishing over the last two decades, Guterres said Afghan women and girls want to ensure that gains are not lost, doors are not closed and hope is not extinguished. This is central to the future of the country and every Afghan.
Expressing concern that the people of Afghanistan are facing the collapse of an entire country "all at once", Guterres said Afghanistan faces a development emergency and progress of the two last decades must be protected.
"In doing so, we must ensure that local economies remain functional; that people can stay in their communities and in their homes; that they have access to basic services, basic income and social protection.
Guterres said the conference is not simply about what "we will give to the people of Afghanistan. It is about what we owe.

Afghanistan Crisis Live Updates: UN official slams Taliban over reprisal killings
The UN human rights chief has said that her office has received credible allegations of reprisal killings by the Taliban of former Afghan security forces, as well as instances in which officials in the previous government and their relatives were arbitrarily detained and later turned up dead.
Speaking to the Human Rights Council on Monday, United Nations High Commissioner for Human Rights Michelle Bachelet warned of a new and perilous phase for Afghanistan as she criticised the Taliban for a disconnect between their words and actions.
She cited multiple allegations of Taliban house-to-house searches looking for officials from the previous government and people who cooperated with US security forces and companies.
Such searches took place in at least a half-dozen cities, Bachelet said. UN staffers have also reported increasing attacks and threats, she added, without providing specifics.
"My office has received credible allegations of reprisal killings of a number of former ANSF (Afghan National Security Forces) personnel, and reports of officials, who worked for previous administrations and their family members being arbitrarily detained," she said while adding that "in some cases, the officials were released, and in others, they were found dead."
Bachelet also highlighted deeply troubling information about Taliban raids on offices of some advocacy groups.
In contradiction to assurances that the Taliban would uphold women's rights, over the past three weeks women have instead been progressively excluded from the public sphere, she told the 47-member council as it opened its autumn session.
She said girls aged over 12 have been barred from attending school in some places in Afghanistan, and Women's Affairs departments had been at times dismantled.

Afghanistan Crisis Live Updates: France calls out Taliban's failure to live up to its promises of offering moderate, inclusive leadership
France's foreign minister has expressed disappointment in Afghanistan's newly formed Taliban government, saying the group so far has failed to live up to its promises of offering a more moderate and inclusive style of leadership.
Speaking alongside his Qatari counterpart during a visit to Doha on Monday, Jean-Yves Le Drian said, "The response we have seen from Kabul so far is not up to our expectations."
Le Drian said France and the rest of the international community will continue pressing the Taliban not to harbour terrorists, to allow the secure delivery of humanitarian aid and to protect the rights of women, among other demands.
"We have heard the statements made (by the Taliban), though we are waiting for actions", Le Drian told reporters while adding "Words are not enough."
Qatar, a tiny Gulf Arab state that has hosted a Taliban office in its capital for years and played an outsized role in the evacuation of US and foreign forces from Afghanistan, sent a high-level diplomatic delegation to the country on Sunday.
Qatar's Foreign Minister Mohammad bin Abdulrahman Al Thani said Qatari officials used those discussions to encourage the Taliban to engage with the international community and avoid isolation by preserving the hard-won gains of Afghan people, particularly women, over the years.

Afghanistan Crisis Live Updates: UN seeks $606 million for Afghanistan after Taliban takeover
The United Nations is hosting a high-level donors conference on Monday to drum up emergency funds for Afghanistan after last month's Taliban takeover of the country that stunned the world.
U.N. Secretary-General Antonio Guterres was leading the world body's call for more than USD 600 million for the rest of this year in a flash appeal for Afghans after their country's government was toppled by the Taliban and US and NATO forces exited the 20-year war in a chaotic departure.
There are concerns that instability and upended humanitarian efforts, compounded by an ongoing drought, could further endanger lives and plunge Afghanistan toward famine.
The conference will put to the test some Western governments and other big traditional U.N. donors who want to help everyday Afghans without handing a public relations victory or cash to the Taliban, who ousted the internationally-backed government in a lightning sweep.
Along with its partners, the U.N. is seeking $606 million for the rest of the year to help 11 million people, Associated Press reported

Afghanistan Crisis LIVE updates: Afghan Air Force pilots who fled to Uzbekistan to be transferred to US base in Doha
A group of Afghan Air Force pilots, who fled to Uzbekistan after the Taliban takeover of Afghanistan, is expected to be transferred to a US military base in Doha. Citing Wall Street Journal, Sputnik reported that the pilots will be transferred this weekend under a new agreement between the US and Uzbek governments, where they will be processed for onward travel, said people familiar with the matter.
The Taliban has promised amnesty to government officials and members of the military, but the pilots still fear for their safety and the Uzbek government has been under pressure by the Taliban to hand over the pilots, according to The Wall Street Journal. However, it is unclear whether the pilots will eventually end up being transferred to the US, reported Sputnik.
"Through a lot of diligent work, we are hopeful that the pilots and military personnel, including the husband [of] one of my constituents, are going to get out of Uzbekistan this weekend," Republican Representative for Texas, August Pfluger, told The Wall Street Journal.
"This was accomplished through constant work to hold the Biden administration's feet to the fire," he added.
There are currently 46 aircraft in Uzbekistan that flew over from Afghanistan, as well as pilots, crews, and their families, totalling some 585 people, according to the newspaper. Meanwhile, Taliban spokesman Suhail Shaheen has called on the pilots to return to Afghanistan as the country needs its people to rebuild itself.

The National Resistance Front under the leadership of Afghanistan's 'caretaker' president Amrullah Saleh and Ahmad Massoud tried their best to prevent the terror group from capturing Panjshir. Afghanistan Crisis LIVE updates: UN extends solidarity to Afghans
United Nations Assistance Mission in Afghanistan head Deborah Lyons told the UNSC that the Taliban has not won the confidence of the people yet. While maintaining that the UN will stand with the people, she warned that Afghanistan’s humanitarian catastrophe can deepen even further if the international community fails to take some immediate critical steps. She called upon the terrorist group to enable all the UN personnel to live and work in safety.
Lyons observed, "The rights of all Afghans -especially women and girls- must be protected. Restrictions, beatings and intimidation of protestors and media do not indicate an effort to understand the legitimate grievances of many Afghans who fear for their futures. The UN hopes that the Taliban will not risk squandering the potential generosity of the international community by governing against the explicit interests and rights of their own people, as well as by failing to take decisive action against terrorism."
The Taliban won power, but not yet the confidence of the Afghan people, UN envoy @DeborahLyonsUN tells UNSC. They must now decide if they wish to show flexibility & support the rights & hopes of each Afghan or intend to return #Afghanistan to a dark period. (1/7) pic.twitter.com/rFb2LrCExF
