Residents of the coastal town of Budva had mixed reactions Monday after authorities decided to close all bars and restaurants.
Budva hospital doctor Malisic Korac said between 30 to 50 new suspected cases were arriving for treatment every day.
The virus has ravaged Montenegro's critically-important tourism industry.
The country has so far managed to avert the worst of the pandemic, with a total of 15,760 cases and a death toll of 240.
