The European Union and Britain imposed sanctions on six Russians, some among the highest-ranked officials in the nation, and one organization over the poisoning of Russian opposition leader Alexei Navalny with a Soviet-era nerve agent.
"The EU council has damaged its relationships with Russia with this decision," Peskov told the Associated Press on Thursday.
"Moscow will obviously dissect the situation and act according to its own interests," he added.
Navalny was hospitalized in Germany after falling ill on a flight from Tomsk to Moscow - the German government says he was poisoned by a Novichok nerve agent.
Russian officials have repeatedly denied any involvement and Russian doctors who first examined Navalny have said they found no signs of poisoning.
Peskov also touched on the latest developments in Kyrgyzstan, where president Sooronbai Jeenbekov has resigned amid political unrest.
"We'd like for the situation there to settle down as soon as possible and further develop down the constitutional path alone without any destructive actions from either side", he said.
