Wis. Lt. Gov says shooting felt like "vendetta"
Wisconsin Gov. Tony Evers called a special session for the Republican-controlled Legislature to take up a package of police reforms he unveiled in June.

Wisconsin Gov. Tony Evers called a special session for the Republican-controlled Legislature to take up a package of police reforms he unveiled in June.
The call came in response to the police-involved shooting of Jacob Blake in Kenosha, Wisconsin.
Cellphone footage posted on social media Sunday appeared to show police shooting Blake multiple times in the back as he opened a door and leaned into an SUV.
The state Department of Justice said officers were responding to a domestic incident, but it has not released more details. Blake was in serious condition Monday at a Milwaukee hospital.
Evers and Lt. Gov. Mandela Barnes gave a video address on Monday.
"Let me be clear, this was not an accident," Mandela said. "This wasn't bad police work. This felt like some sort of vendetta being taken out on a member of our community."
