Congresswoman Sheila Jackson Lee delivered pizza and water on Sunday to residents impacted at Mirabella Apartments in Houston, Texas.
Fewer than a half-million homes remained without electricity, although utility officials said limited rolling blackouts could still occur.
Texas Gov. Greg Abbott says 7 million people have been ordered to boil their water before consuming it and water was out in nearly all of the city of Jackson, Mississippi.
The extreme weather was blamed for the deaths of at least 49 people.
