Delhi HC adjourns hearing of plea regarding re-registration of motor vehicles rules
Delhi High Court on Friday adjourned the hearing of a plea filed by AAP neta that challenged re-registration of motor vehicle rules. Next hearing on Feb 26.

Delhi High Court adjourned its hearing on a public suit that sought framing of policy regarding uniform road tax for private vehicles across country.
Post matter being adjourned on Friday, court said that it will hear plea challenging rules regarding re-registration of motor vehicles in India on February 26.
Delhi High Court was hearing petition seeking direction to Central government to maintain a "unified online database" for vehicles registered all across India. According to which if a vehicle registered at Regional Transport Office of one state gets registered in ar, life-time road tax paid in existing state is automatically paid by previous state to new state.

plea was filed by Aam Aadmi Party (AAP) leader Deepak Bajpai and retired bureaucrat Narendra B Singh. plea filed in HC draws attention to "bizarre rules" relating to re-registration of motor vehicles when it is transferred to ar state and "sheer inconvenience" faced by vehicle owners in getting a refund of hefty one-time road tax paid by m in one state upon transfer of ir vehicle to ar state.

Petitioner demands Central Government to make an online payment mechanism
" procedure of seeking a refund of one-time road tax already paid in previous state is very cumbersome and crude in India which makes it practically impossible for a vehicle owner to get refund and he ends up paying double taxes," plea stated.
It added, "For seeking refund of One time Road tax from previous state, a vehicle owner has to first pay One time Road Tax in new state, and n he has to come back to authorities in previous state and apply for refund by annexing documents/proof of payment in new state and n pursue matter."

petitioner stated that Central Government has t devised or developed an online mechanism of payment and refund of one-time road tax which complicates things furr for vehicle owner.
"Most of times it involves multiple visits and it is practically impossible and financially draining for a vehicle owner to visit previous state. Resultantly onetime tax paid in previous state never gets refunded to him and this is double taxation which is even orwise unconstitutional and unjustified as person should be taxed twice for same liability," petitioner stated adding that country follows Double Tax Avoidance Agreement (DTAA) with several countries. purpose of DTAA is to ensure that citizens are t taxed multiple times for same tax liability.
