Update at 3:38 PM: 

1. Indian Coast Guard continues with relief work in flood affected areas of Kerala. Currently 04 Offshore Patrol vessels 05 Aircraft and 31 Coast Guard Disaster Relief teams with Gemini boats and rafts are pressured into action. So far more than 2507 people have been evacuated to safe places and over 6415 provided with assistance.

2. Coast Guard is transporting more than 100 tons of relief material including food items, water, medicine etc. from Mumbai and New Mangalore. Most of the relief material has been sponsored by State Governments of Maharashtra, Karnataka and NGOs. In coordination with NDMA, SDMA and other state authorities, Coast Guard teams in flood affected area are assisting people in need. Almost 1000 Indian Coast Guard personnel are working day & night to provide disaster relief efforts. One Coast Guard ship sailed from Mumbai with 40 tons of relief material provided by Maharashtra Govt. and Malayali Samaj in Mumbai. An addition 50 tons is being transported from New Mangalore. 

3. Coast Guard has been in action since 09 Aug 18 in addition to dealing with five SAR operations at sea. In SAR operation at sea 31 lives were saved off Kerala and Karnataka Coast.

4. Coast Guard spokes person intimated that its Kerala State headquarters is working in tandem with State Govt. and NDMA to provide necessary assistance to people of Kerala and would continue to do so till normalcy is achieved.

Update at 3:10 PM: Maharashtra CM Devendra Fadnavis donates Rs 20 crore towards Kerala relief fund. "CM @Dev_Fadnavis announces ₹20 crore as immediate assistance from Maharashtra Government for Kerala flood affected persons. State Government is constantly in touch with Kerala Government for their requirements and the necessary support, since yesterday," CMO Maharashtra's Twitter message read.

Prime Minister Narendra Modi has announced the immediate release of Rs 500 crore in emergency aid for Kerala following his survey of the state undertaken on Saturday morning. Here are the salient points of the measures that have been announced following the Prime Minister's arrival in the state:

He held a review meeting and conducted an aerial assessment of the damage caused. He was accompanied by the Kerala Governor, Chief Minister Pinarayi Vijayan and Union MoS KJ Alphons

Following the review, the Prime Minister announced financial assistance of Rs 500 crore to the state, in addition to Rs 100 crore announced by the Home Minister on August 12. He has assured that relief items, including food and medical supplies will be supplied to the Kerala government as required. 

FOR CASUALTIES OF THE FLOODS:

An ex-gratia of Rs 2 lakh per person for the next of kin of the deceased has been announced from the Prime Minister's National Relief fund, as well as Rs 50,000 for those who are seriously injured. (PMNRF)

FOR PROPERTY AND INFRASTRUCTURE DAMAGE:

The Prime Minister also directed Insurance companies to hold special camps for assessment and release compensation in a timely fashion to the affected beneficiaries under social security schemes. Claims of those in the agriculture industry should also be cleared early under the Fasal Bima Yojna, the Prime Minister has announced. 

The National Highways Authority of India (NHAI) has been directed to repair main national highways damaged due to floods on priority. CPSEs like NTPC and PGCIL have been directed to assist the Kerala government to restore power connectivity.

Houses that have been destroyed in villages are to be provided Pradhan Mantri Awas Yojna-Gramin houses on priority irrespective of their place on the PMAY-G wait-list.

MEASURES TO ENSURE LIVELIHOOD:

Farmers will be provided assistance for replantation of damaged horticulture crops under the Mission for Integrated Development of Horticulture.

In addition to the 5.5 crore-person-days that have been sanctioned for Kerala in the labour budget of 2018-19, any further requests for increasing the allocation will be considered as per the state's requirements.

DETAILS OF DEPLOYMENT FOR RESCUE AND RELIEF OPERATIONS:

57 National Disaster Relief Force (NDRF) teams involving about 1300 personnel and 435 Boats have been deployed for search and rescue operations. Five BSF, CISF and RAF companies have been deployed in the State to carry out rescue and relief measures. The Army, Air Force, Navy and Coast Guard have also been deployed for assisting in search & rescue operations. A total of 38 helicopters have been deployed for rescue and relief measures. In addition, 20 Aircraft are also being used for ferrying resources. The Army has deployed 10 Columns and 10 Teams of Engineering Task Force (ETFs) involving around 790 trained personnel. Navy is providing 82 teams.The Coast Guard has provided 42 teams; 2 helicopters and 2 ships. Since August 9, the NDRF, Army and Navy together have rescued /evacuated 6714 persons and provided medical assistance to 891 persons. 

THE PRIME MINISTER EXPRESSES HIS GRIEF AND SORROW:

The Prime Minister expressed his grief and sorrow on the unfortunate deaths and damage caused to lives and property due to floods. As per the Kerala CMO, Kerala is facing its worst floods in 100 years. 80 dams have been opened, 324 lives have been lost and 2,23,139 people have been evacuated to about 1500+ relief camps. In terms of property damage, the state has suffered a loss of Rs 19,512 as per an initial assessment.
