G20 Foreign Ministers meet | 'We Need To Be Self-reliant': Indian CDS On Ukraine War

"It is one of the largest gatherings of foreign ministers hosted by any G20 Presidency," said Foreign Secretary Vinay Kwatra. The G20 Foreign Ministers meeting (FMM) took place through March 1-2, 2023 in New Delhi under India's G20 Presidency. Besides the participation of over 40 top diplomats from different countries, the mega event also included 13 international organisations.

Blinken announces fresh sanctions on Russians

US Secretary of State Antony Blinken announced a fresh set of sanctions against Russians linked to human rights abuses. The US diplomat also accused Kremlin of silencing critics like Vladimir Kara-Murza."Today we sanctioned Russians connected to human rights abuses. The Kremlin’s attempts to silence critics like Vladimir Kara-Murza will not succeed in hiding the truth about its war in Ukraine. We call for the immediate release of Vladimir and other prisoners of conscience," Blinken wrote on Twitter on Friday. The announcement came after Blinken's visit to India for the QUAD ministers' meeting.

Jaishankar discusses ties in Global South with Maldives FM

Indian Foreign Minister met his counterpart from Maldives on Monday. In the meeting, Jaishankar and Maldive's Foreign Minister Abdullah Shahid discussed the ties between longtime ally India and Maldives. Earlier today, Shahid asserted that "India is a special friend" to the Maldives. "Good to meet @abdulla_shahid, FM of our special neighbor Maldives. Appreciated his warm sentiments about our commitment to Maldives and our advocacy of the Global South," Jaishankar wrote on Twitter.

At the 2023 Raisina Dialogue,  Gunda Reire, the Advisor To The Minister at the Ministry of Foreign Affairs, Latvia complimented India's G20 presidency on Friday. "I think India is doing a really great job being the presiding country of G20...Speaking about the future potential, Latvia is a part of EU & looking for a strategic partnership, strategic relations with Indo-Pacific region," Reire said during the summit.

Indian Chief of Defence Staff General Anil Chauhan said that global peace is in flux and asserted that the current global climate is uncertain. The Indian CDS gave out his remarks during the 2023 Raisina Dialogue. "We live in an uncertain world. Global #peace is in flux. Every nation is preparing for some contingency. The question is what kind of #war should nations prepare for," Chauhan said on Wednesday.

Sri Lankan Foreign Minister Mohamed Uvais Mohamed Ali Sabry called India, Sri Lanka's greatest partner in recovery and stabilisation. The Sri Lankan diplomat stated that all countries put together had not done what India had done for the conflict-stricken country. "India is the greatest partner of our recovery & stabilisation. I think all other countries put together had not done what India had done for us. US$ 3.9 Bn worth of credit line had given us a lifeline to fight another day. 'This war will continue': Australian Chief of Defence Force on the Russia-Ukraine war

The Australian Chief of the Defence Force, Angus J. Campbell gave out his assessment of the Russia-Ukraine war, during a panel discussion in the Raisina Dialogue, 2023. Complimenting the coalition between Ukraine and its western allies, the Australian chief asserted that the devastating war will continue since it is a "clash of the wills". "War is a clash of wills. My assessment is that this war will continue. I am incredibly impressed by the wide coalition of nations that have come to support Ukraine. But until will changes this war will continue," Campbell asserted on Friday.

Maldives' Minister of Foreign Affairs Abdulla Shahid complimented India for its efforts to help the quake-hit Turkey and Syria. The diplomat called the Indian leadership "outstanding" at the International level. "Indian leadership internationally has been outstanding & that's for everyone to see how India established itself. Maldives Foreign Minister Abdulla Shahid on Friday called India a "time-tested friend", adding that "every emergency  in Maldives, India has been first responder."

"Generosity with which India reached out to us during 1988 mercenary attack, 2004 tsunami, 2015 Male crisis&COVID is amazing. Very grateful for the way India reached out to us," he said.

Japan's Foreign Minister hails QUAD as 'a band like The Beatles':

Japan’s foreign minister Yoshimasa Hayashi on Friday drew an analogy between the QUAD and 'The Beatles' as he met his Quad counterparts from the United States, Australia and India in New Delhi.

“This is kind of a band like The Beatles. The members are fixed and they always play together (for over) 10 years," Hayashi said.

“But this is more kind of a soft group, so that even within The Beatles, Paul McCartney can release an album solo," he added.

Describing the exponential growth of the Indian economy, EAM jaishankar said that the historical switch is all about 'rebalancing'. "I'd call it rebalancing. On Friday,  Bangladesh's Minister of State for Foreign Affairs Mohammad Shahriar Alam asserted that reform of the UN has to be the top agenda at the global level, to bridge the gap between the Global North and the Global South. The Bangladeshi diplomat was speaking at a panel discussion at the Raisina Dialogue. "There is a disconnect between North and South. 'West has no option but to share the power': Blair advocates for India's permanent membership to UNSC

In the latest edition of the Raisina Dialogue, former British Prime Minister Tony Blair asserted that it is "absurd" that India is still not a permanent member of the United Nations Security Council. "It is absurd to think that India is not a permanent member of the UNSC, but you can say that for other countries as well. The West has no option but to share the power. The question is how to make diplomacy in the new world," Blair asserted on Friday.

Russian FM speaks highly of ties with India and China

Russian Foreign Minister Sergey Lavrov highlighted the "excellent relations" that Russia shares with India and China. 
"We've excellent relations with China and India. The relations with India are characterized in official documents signed by the two leaders as a “specially privileged strategic partnership”. I don't know whether any other country has the same status on paper officially," he said. While talking about Russia's energy policy, Lavrov said that it will be "oriented towards reliable credible partners" like India.

Russian FM Sergey Lavrov said that the West wants to see Russia get defeated on the battlefield. Talking particularly about the United States, Lavrov asked on Friday why no one questions the US about the distressing events that have transpired in Iraq and Afghanistan.

"You think that US has the right to declare a threat just like they did to other countries, but no one questions United States for that. They don't remember when Serbia was bombed. Joe Biden being a senator at that time was bragging that I promoted this approach. When Iraq was ruined as a state, few years later Tony Blair said it was a mistake."

Lavrov raises question of negotiation at Ukraine

Speaking at the Raisina Dialogue, Russian FM Sergey Lavrov said that Moscow "is ready to negotiate," unlike Ukraine, which "does not want any talks to happen."

"Everyone is asking when Russia is ready to negotiate. Nobody asks Zelenskyy when he is going to negotiate. Last year, Zelenskyy signed a document making it a criminal offence to negotiate with Russia as long as Putin is present. Can you ask him what he's doing," Lavrov said.

Russian FM Sergey Lavrov said that the West's tactic of imposing sanctions is merely a "policy of blackmail" that it is promoting. "The global sufferings are related to the sanctions, the policy of blackmail, and the diktat that the West is promoting. They are not related to what Russia is doing," he said. "Everyone asks when will Russia negotiate, but the West wants Russia’s strategic defeat," he added.

Australian Foreign Minister Penny Wong and US Secretary of State Antony Blinken thanked EAM S Jaishankar as they stepped out after attending the Raisina Dialogue. 

"I thank Dr S Jaishankar for hosting us. It was a good opportunity for the Quad members to talk at the Raisina Dialogue," Wong said. 

When asked about today's Quad meeting, Blinken responded with a short and sweet "very good," as he walked towards the exit along with his security detail.

The Ministry of External Affairs issued a joint statement on the Quad Foreign Ministers’ Meeting. "Our meeting today reaffirms the Quad’s steadfast commitment to supporting a free and open Indo-Pacific, which is inclusive and resilient: Joint Statement," the statement read.

Japanese Foreign Minister Yoshimasa Hayashi echoed US Secretary of State Antony Blinken's comments about the Quad not being a "military group."

Quad is 'not a military group', Blinken clarifies at Raisina Dialogue 2023

US Secretary of State Antony Blinken made remarks at the Raisina Dialogue and said that the Quad must not be perceived as a military group. 
"We (Quad) are now engaged in working together to help countires to deal with humanitarian situations in natural disasters. We are working on things that are really critical. This is not a military group," he said. 

Speaking on the Russia-Ukraine war, he said: "For us future is Indo-Pacific...We are rightly focused on what is happening in Ukraine. If we allow Russia to do what it is doing in Ukraine then that's a messgae to the aggressors everywhere that they may be able to get away with it."

Australian Foreign Minister Penny Wong termed India a "critical" and a "great power" without which the Indo-Pacific cannot be reshaped.

About the Raisina Dialogue 2023 to be inaugurated by PM Modi & Italy PM Meloni today

The Raisina Dialogue is India’s flagship conference on geopolitics and geo-strategy. It is organized by Ministry of External Affairs in collaboration with Observer Research Foundation (ORF). The 8th Edition of the Raisina Dialogue will be held from 02-04 March 2023.

Prime Minister Narendra Modi will inaugurate the Dialogue on March 2. President of the Council of Ministers of the Italian Republic Giorgia Meloni, will join the inaugural session as the Chief Guest.

The Raisina Dialogue 2023 will witness participation of representatives from over 100 countries including Ministers, former Heads of State and Heads of Government, Military Commanders, Captains of the Industry, Technology Leaders, Academia, Journalists, Scholars on Strategic Affairs, Experts from leading Think Tanks, and Youth. This year’s edition assumes special significance coming against the backdrop of India’s G20 Presidency.

The theme of the 2023 Edition is "Provocation, Uncertainty, Turbulence: Lighthouse in the Tempest?” Over the course of three days, more than 250 decision makers and thought leaders of the World would engage each other across 100 conversations of various formats, and deliberate over five thematic pillars: (i) Neo Insurgence: Geographies, Domains, Ambitions (ii) Amoral Mosaic: Contest, Cooperate or Cancel (iii) Chaotic Codes: Sovereignty, Security, Society (iv) Pernicious Passports: Climate, Commons, Citizens (v) Grey Rhinos: Democracies, Dependencies and Debt Traps.

Current global architecture is in its 8th decade. The number of members of the UN has quadrupled in this period. It neither reflects today's politics, economics, demographics or aspirations. Since 2005, we have heard sentiments for reform being expressed at the highest level, stated EAM Jaishankar.

US Secretary of State Antony Blinken to not meet Chinese & Russian counterparts

United States Secretary of State Antony Blinken in a press availability in Uzbekistan on Wednesday said that he would not meet his Russian and Chinese counterparts at the G20 Foreign Ministers meeting in India to be held on Thursday. "I have no plans to see either at the G20," Blinken told reporters in Tashkent before flying out to New Delhi, while adding that he expected to participate in group sessions with them.

"If Russia - President Putin - were genuinely prepared to engage in meaningful diplomacy necessary to end the aggression, of course we'd be the first to work to engage, but there's zero evidence of that," Blinken said. "The real question is whether Russia will get to a point where it is genuinely prepared to end its aggression, and to do so in a way that is consistent with the United Nations Charter," he added.

Deputy Foreign Minister Kenji Yamada is on a visit New Delhi, India, to attend the G20 Foreign Ministers' Meeting, read Japan's Ministry of Foreign Affairs press release. "At this meeting, we will take our position and efforts as Japan, the G7 presidency, on important issues in the current international situation, such as multilateralism, food and energy security, and development cooperation, as Russia's invasion of Ukraine continues," said Kenji.

The development comes after Japanese Foreign Minister Yoshimasa Hayashi skipped a meeting due to a scheduling conflict with a Diet (Japanese parliament) session.

The G20 Foreign Ministers meeting (FMM) is scheduled to take place in physical format from March 1-2, 2023 in New Delhi under India's G20 Presidency. In a special briefing by Foreign Secretary Vinay Kwatra on the event, he said: "It is one of the largest gatherings of foreign ministers hosted by any G20 Presidency."

More than 40 delegations from nations all across the globe to participate

 

The venue of G20 FMM is Rashtrapati Bhavan Cultural Center. Overall 40 delegations - Argentina, Australia, Brazil, Canada, China, European Union, France, Germany, India as host, Indonesia both as immediate past president and ASEAN chair, Italy, Japan, Mexico, South Korea, Russia, Saudi Arabia, South Africa, Turkey, UK, US (all G20 member countries), are expected to participate in the meeting.

Among the nine guest countries participating at the level of FMs are Bangladesh, Egypt, Mauritius, Netherlands, Nigeria, Oman, Singapore, Spain and the UAE. Besides the participation of these countries which I said comprising of over 40 delegations, this would also include 13 international organisations.

The first session will focus on multilateralism, and issues related to food and energy.

The second session will focus on four or five key issues including new and emerging threats includes counter-terrorism and narcotics, global skill mapping, focus on global talent pools.
