U.K. will offer European Union a proposed Brexit deal on Wednesday that represents a compromise for both sides, British Prime Minister Boris Johnson said as he urged bloc to meet Britain halfway and allow for country’s orderly departure after years of wrangling. Johnson’s speech to Conservative Party members at ir annual conference h been billed by his office as a take-it-or-leave-it “final offer” to EU. Yet as delivered, it was more like a plea to bloc, and to Britons, to end more than three years of acrimonious wrangling over terms of U.K.’s exit from EU.“Let’s get Brexit done,” was repeated refrain to delegates at conference in Manchester, rthwest England.

British voters in 2016 narrowly chose to leave EU

British voters in 2016 narrowly chose to leave EU but country remains deeply divided over how to do it. In his speech, Johnson said people who voted for Brexit “are beginning to feel that y are being taken for fools.”y are beginning to suspect that re are forces in this country that simply don’t want Brexit delivered at all,” he said in nationally televised speech. “And if y turn out to be right in that suspicion, n I believe re will be grave consequences for trust in our democracy.”With Britain’s delayed departure from bloc due to take place on Oct. 31, Johnson said government would send “constructive and reasonable proposals” to EU later Wednesday. He said plan was “a compromise by U.K. And I hope very much that our friends understand that and compromise in ir turn.”But plans are likely to face deep skepticism from EU leers, who doubt U.K. has a workable proposal to avoid checks on goods or people crossing border between EU member Ireland and U.K.’s rrn Ireland after Brexit — key sticking point to a deal.Johnson insisted that “we will under circumstances have checked at or near border in rrn Ireland.”A Brexit agreement between EU and Johnson’s predecessor, resa May, was rejected three times by U.K. Parliament, largely because of opposition to “backstop,” an insurance policy designed to ensure re is return to customs posts or or infrastructure on Irish border. An open border underpins both local ecomy and rrn Ireland’s peace process. But Johnson and or British Brexit supporters oppose backstop because it would keep U.K. tightly bound to EU tre rules in order to avoid customs checks — limiting country’s ability to strike new tre deals around world.

European Commission: once received, we will examine objectively and in light of well-kwn criteria

Johnson said government’s proposal involved maintaining “ existing regulatory arrangements for farmers and businesses on both sides of border.” That could keep rrn Ireland in a regulatory zone with EU for food, agricultural and industrial products, removing need for checks, but EU will carefully study details. Britain has previously suggested such an arrangement could have a time limit — something EU has rejected. EU said it would give British proposal serious legal vetting before saying wher it is worthy of being a basis for future talks on U.K.’s departure. European Commission said in a statement that “once received, we will examine ( U.K. text) objectively and in light of well-kwn criteria,” which includes wher it prevents a hard border on island of Ireland, preserves cooperation between Republic of Ireland and rrn Ireland and respects EU rules on tre across borders. European Commission President Jean-Claude Juncker is to speak with Johnson in afteron and technical talks among both sides are planned. Johnson has vowed to leave on Oct. 31 with or without a Brexit deal. He repeated his contention that U.K. can handle any bumps that come from tumbling out of bloc without a deal, which would mean instant imposition of customs checks and or barriers between Britain and EU, its biggest tring partner.
